PRIMARY PURPOSE OF POSITION
Regulatory Affairs Act as manager responsible for Regulatory Affairs by being a primary point of contact with the Illinois Commerce Commission and other regulatory stakeholders. Develop and maintain relationships with the Commission, Commission Staff, and stakeholders for the purposes of informing and educating them. Maintain a firm understanding of company priorities and stakeholder priorities in order to identify synergies and common goals. Develop strategies to educate and communicate company priorities to Commissioners, Commission Staff and stakeholders. Finally, serve as the manager responsible for oversight of departmental operational functions. Oversee internal coordination with department meetings, internally focused projects and culture development. Manage the coordination of process improvements, along with KPIs and business initiative tracking and results. Regulatory Compliance Act as manager responsible for (1) monitoring and maintaining standards of conduct that prevent undue discrimination and promote efficient competition and proactively support a corporate environment that maintains high regulatory and business standards in dealing with customers, suppliers, vendors, competitors and the general public; and (2) monitoring performance standards set by regulation or statute affecting functional areas across the company and advising appropriate executive management on adherence status with regard to such standards. In addition, develop, implement and monitor training and compliance with federal, state and local regulatory rules and regulations. Oversee lobbying reporting and document management compliance functions. Perform vital role in ensuring that the company avoids critical sanctions such as loss of business status and/or imposition of financial penalties. Oversee activities to manage compliance performance and strategies including but not limited to data policy, data sharing, commitments, records information management and other regulatory compliance responsibilities. Oversee key performance indicator's (KPI). Position may be required to work extended hours, including 24 x 7 coverage during storms or other emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES
- Oversee Regulatory Affairs work, including relationship building and information sharing with ICC, Staff and Regulatory Stakeholders. Primary responsibilities include conflict resolution, public relations, dealing with customer and stakeholders' complaints, and direct interaction with public officials, ICC Commissioners and Staff. Gain support of external stakeholders and decision makers and build coalitions to identify common priorities that drive good Regulatory policy. Regularly interface with corporate executives, internal departments business units, and external stakeholders to demonstrate the value of ComEd Regulatory initiatives. (50%)
- Plan, manage and direct the ongoing training and compliance programs for major regulatory rules impacting entire company. Role includes analysis of need, frequency and scope of internal or outside audits and interface with consultants, counsel and all relevant business units to conduct and complete such audits. Role also includes creation and maintenance of quarterly logs for Illinois Commerce Commission Affiliate Non-Discrimination and Integrated Distribution Company (IDC) rules evidencing compliance with tariffs, rebates and discounts, employee transfers and emergency exceptions. (25%)
- Plan, manage and direct lobbying compliance and reporting functions and oversight of action tracking of regulatory commitments to government agencies and municipalities. Role includes training of lobbyists, collection and review of monthly lobbying reports and creation and filing of semi-annual reports with City, County and State agencies. Identify and monitor performance standards set by regulation or statute affecting functional areas across the company. Maintain status log on major performance standard compliance areas. Advise appropriate executive management on adherence status with regard to such standards. (15%)
- Oversee Regulatory Operations work, including internal department coordination, process improvements and KPI and business initiative tracking and reporting. (10%)

- Work has major impact on the role of Regulatory within company. This role is responsible for ensuring that the company communicates effectively and efficiently with its Regulatory and Regulatory stakeholders for the purposes of driving forward policy that is beneficial for customers and the company.
- Day-to-day direct supervisory responsibilities are required. Leadership is required for a variety of assignments. Extensive contact relating to critical issues requires communicating effectively with outside lawyers, governmental agencies, regulatory stakeholders and all business units and company personnel at all levels.
- Work is diversified in nature and consists of broad range of activities. Decision-making, judgment, cooperation and persuasion are related to successful completion of assignments. Good issue analysis, strategic thinking and initiative is required for determining appropriate courses of action. Work is subject to moderate review.
- Regulatory Compliance
- The Regulatory Compliance function is to oversee and support compliance activities throughout the organization for timely meeting of commitments, filing of reports, and implementation of organization initiatives. This position has a direct impact on the organization's ability to successfully maintain its regulatory compliance (both external and internal requirements), which impacts ComEd's reputation and its ability to generate revenue, recover its costs and protect its earnings.
- The position has significant internal relationships. Key internal relationships include Regulatory, Retail Rates, Legal, Accounting, Legislative Affairs, External Affairs, Marketing, Customer Operations, and Corporate Governance as well as other operational and support groups within ComEd and Exelon Business Services Company. The position requires an ability to work effectively in cross-functional teams. The position requires that it be a trusted and reliable conduit of information to, and feedback from, the regulatory areas that impact the organization. In doing so, the position may interface with external stakeholders and/or external consultants requiring cooperation, tact, diplomacy and excellent judgment to further the organization's credibility, reputation, image and business objectives.
Qualifications
MINIMUM QUALIFICATIONS- Bachelor's degree in related field
- Ten or more years of experience in the regulatory, financial, strategic planning, marketing, legal, governmental/external affairs or economic analysis areas
- Five years of experience with direct interaction with regulator or governmental stakeholders and decision makers as a primary function of responsibilities.
- Experience with coalition building and stakeholder negotiations
- Must possess highly effective interpersonal skills to interface with members of the Illinois Commerce Commission.
- Strong verbal, written and organizational skills
- Ability to analyze, understand and explain complicated material
- Willingness to accept increased responsibilities and work independently as well as with groups
- Ability to meet critical deadlines and be accountable for completion of tasks
- Ability to travel within ComEd service territory, ICC or stakeholder functions.
- Demonstrated success of building good working relationships with stakeholders and colleagues both internal and external to the organization.
