PRIMARY PURPOSE OF POSITION

Assist in the development, delivery, and management of demand response and/or dynamic pricing programs as part of the DR/DP portfolio to ensure cost recovery and minimize performance risk. Manage the process of 'Request for Proposals' and awarding of contracts to subcontractors and vendors supporting programs. Coordinate with other utility departments providing program logistic support. Monitor, track, and provide necessary program performance data for measurement and verification purposes. Monitor, track, and support strategic and PJM-related changes to the DR/DP portfolio. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • Manage the process of procuring services from vendors specializing in supporting demand response and/or dynamic pricing programs to utility customers. This includes issuing RFP's, evaluating responses, identifying best offers, obtaining legal review, coordinating with Supply Services, and awarding contracts. (10%)
  • Provide ongoing oversight of vendors and direct management of demand response and/or dynamic pricing programs. Conduct regular vendor meetings and obtain progress reports to ensure programs are running appropriately. Track performance and provide feedback and corrective actions as necessary. (40%)
  • Work with Marketing Promotions team in managing all program communication and outreach needs. Work to make certain that all messaging is accurate and consistent with the larger demand response and/or dynamic pricing portfolio. Work to make certain that demand response and/or dynamic pricing portfolios align with internal strategic objectives, and requirements of ICC and PJM. (25%)
  • Prepare program status reports to accurately monitor program performance and financial goals. Maintain and provide appropriate documentation to support regulatory compliance filings. Monitor, understand, and participate in demand response- and/or dynamic pricing-related markets, programs, and activities at PJM. Includes advocating for the Company's position at PJM both in writing and through attending meetings. (15%)
  • Ensure that Accounts Payable (invoice review, verification and check creation) and Accounts Receivable functions (audit billing) are managed according to applicable Corp. Policies and Procedures and comply with appropriate accounting and Sarbanes Oxley rules. (10%)


JOB SCOPE

Assist in planning, and subsequently implement and manage demand response programs as part of a portfolio approved by the state utility commission. Fulfill the day-to-day requirements to serve customers participating in demand response programs. Provide daily oversight of various program support vendors. Develop the necessary performance metrics and track them to ensure that programs are delivered according to state utility commission rules and regulations to ensure cost recovery. Ensure that Company exposure to litigation risk is minimized. Manage all customer relations' issues arising out of demand response programs. Provide data analysis and subject matter expertise in responding to state utility commission requests or implementation of state utility commission orders. This includes annual reporting of results. Number of personnel managed (direct): none, (indirect): numerous contractors and vendors delivering programs.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Business or Engineering and a minimum of 5 - 8 years of energy work experience OR in lieu of degree, a minimum of   9 - 12 years energy experience is required.
  • Demonstrated ability to work within established budgets and deliver promised results.
  • Thorough understanding of utility cost recovery mechanisms.
  • Ability to communicate with and coordinate with a wide variety of professionals ranging from engineers to vendors, to subcontractors.


PREFERRED QUALIFICATIONS

Experience developing and delivering utility demand response programs to specific sector. Program and contract management experience are preferred.
