PRIMARY PURPOSE OF POSITION

Oversee the development and implementation of measurement and verification for the Demand Response and Energy Efficiency portfolio consistent with standards that have been outlined in Act 129. This position will have overall responsibility of M&V at the portfolio level as well as the program level to ensure accurate assessment of portfolio performance and securing cost recovery of up to $85M in program costs. Responsible to oversee the criteria and inputs required assessing the program measurements, risk and adjustments to programs in order to meet the goals of Act 129. Over see the development of guidelines and procedures for CSP's. This position will oversee the selection of the M&V vendor and ensure all deliverables are being met. Work closely with regulatory and finance to provide input into the cost recovery process. This position will serve as liaison for stakeholders and have primary responsibility for portfolio reporting to both internal management and external stakeholders (including PUC and PECO's regulatory team). Responsible for the attainment of individual and team goals. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

 

PHI

Oversee the planning and development of energy efficiency, demand response, electrification, and carbon reduction customer program portfolios across all PHI utilities. This position will also have overall responsibility of Measurement & Verification (M&V) at the both the portfolio and program levels to ensure accurate assessment of portfolio performance and securing cost recovery of up to $200 million per year.  Will lead a team of professions and act as the primary liaison for customer programs with regulatory, finance, stakeholders (internal & external), and the utility commissions to ensure plans are developed to meet regulatory performance metrics.  Demonstrates behaviors that promote a safe work environment, continuous improvement, and diversity, equity, and inclusion.  

  • Oversee the development of a comprehensive M&V plan for the portfolio of programs as outlined in the approved plan. (25%)
  • Oversee the measurement and evaluation function at the portfolio level, including the risk management of the portfolio and that all requirements are met and enforced. (40%)
  • Manage vendor management processes, which include: Facilitate and oversee the RFP process to identify potential M&V and database vendors, scope of work and selection of vendors. Ensure that vendors are meeting all level of expectations and performance targets (20%)
  • Act as the single point of contact for all Measurement and Evaluation measures and processes to ensure cost recovery for the portfolio of programs. (15%)


JOB SCOPE

  • Interface with finance and regulatory to ensure portfolio meets all requirements to ensure cost recovery
  • Management of on-going measurement and evaluation of the overall portfolio, including risk management
  • Perform analysis, prepare reports, and develop and deliver presentations related to energy efficiency, DSM, program design and program evaluations

Qualifications

MINIMUM QUALIFICATIONS
  • Five years of broad electric utility management experience, e.g., development and implementation of corporate programs; leading cross-functional teams; providing strategic support to senior management; stakeholder relationship management; performance management; contract negotiations; and regulatory compliance and 8 � 10 years experience
  • Strong leadership skills and management skills required. Ability to direct professionals and provide coaching in order to achieve objectives.
  • Experience in analysis, primarily of modeling and evaluation, could include technology assessment, program modeling / analysis / cost-effectiveness, and/or program evaluation.
  • Bachelor's degree in a relevant field (e.g., engineering, public policy or business) from an accredited institution.

PREFERRED QUALIFICATIONS
  • Experience in the analysis of energy efficiency technologies
  • Experience in the development and modeling of energy efficiency / demand-side management programs
  • Experience in evaluation / performance measurement
  • Stakeholder interface experience
