PRIMARY PURPOSE OF POSITION
T&S Regional Substation Engineering Projects is a new unit focused on the execution of design and engineering (D&E) deliverables for system performance programs (substation, system protection and control, and distribution). The team will support capital improvements involving high voltage equipment (including circuit breakers, power transformers, instrument transformers, switches, and arrestors), reactive assets (capacitor banks and reactors), structures and foundations, grounding, security fencing, buildings, roadworks, cable trenches, bus and conductors, supporting systems (lighting, battery banks, chargers, oil retention and separation systems, standby generators, and fire protection), and system protection and control (protective relays, RTUs, metering, annunciator, event disturbance monitoring, and substation monitoring).
The successful Section Engineer candidate will serve as the team subject matter expert (SME) to provide guidance and direction to both internal staff, external D&E consulting engineers (EOCs and SEOCs), and Owner’s Engineer (OE). The Section Engineer will be responsible for developing and managing a work and resource plan to execute technical (Civil, High Voltage, and Protection and Control) deliverables for system performance projects in substations located in BGE’s Northern or Southern areas. Each area with have two regions (NE & NW or SE & SW) consisting of approximately 130 substations. The Section Engineer will evaluate all planned and active projects/programs identified at each BGE substations and provide recommendation on how to optimize the execution of the D&E deliverables and oversee the work. The Section Engineer will be a facilitator/decision maker in resolving complex issues in several technical areas requiring advance knowledge and experience. For new technologies or special projects such as a battery energy storage systems and smart substations, the section engineer may serve as the project lead. Other responsibilities include assisting the team in providing estimates on required resources and costs, contract administration, developing P6 schedules, outage sequencing, and managing technical challenge sessions.
Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES
• Leads highly technical consultation and training through OJT/OJE (may include some classroom instruction as well) on highly complex and unique technical areas requiring the application of advanced engineering principles and may require advanced knowledge of complex analog and digital field test equipment.
• Evaluates complex technical issues that require highly specialized knowledge in very specific areas and recommends actions or programs for their resolution which may necessitate the review/evaluation of engineering design documents.
• Leads the work activities of project teams and others on the implementation of large specialized technical projects and/or programs to develop studies, proposals, commissioning plans to support safely energizing and placing major utility and customer systems and equipment On System.
• Participates in technical and industry societies and committees to enhance knowledge of new technologies or issues in area of company interest.
• Participates in department/project management planning and monitor performance for the accomplishment of committed results.
• Acts as an expert witness and provide expert opinions for internal committees.
• Develop and coach engineers in technical areas of substation engineering
• Provide technical guidance to internal staff & engineering consultants on BGE Standards and Engineering Procedures to ensure quality of design & engineering deliverables.
