PRIMARY PURPOSE OF POSITION
A governmental affairs position focused on facilitating, monitoring, analyzing, and implementing corporate policy positions on state regulatory and legislative affairs involving the retail natural gas industry. The position supports Constellation and Exelon by providing monitoring, analysis, and state government affairs advocacy in support of Exelon’s policy and commercial positions. The position ensures regular coordination between corporate and Exelon’s commercial business unit interests through communication, analysis and integration of policy, regulatory and legislative positions across corporate and Generation business unit groups. The position is responsible for developing relationships with a range of internal and external stakeholders and policymakers in order to support Exelon’s natural gas policies through advocacy, lobbying, and relationship management and will include direct involvement in developing and delivering testimony before regulatory agencies and legislative bodies. The position reports to the Director, Fuels Policy and will have no supervisory role.

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Assist VPs and the Director, Fuels Policy in facilitating the development of strategic policies at the state level that promote, defend and support effective competitive markets and legislative strategies
    • Coordinate internal and external Exelon policy, regulatory and legislative positions
    • Prepare written material, including testimony, whitepapers, talking points, and presentations.
  • Review and analyze State legislative, regulatory and public policy initiatives with respect to the impact on Exelon Commercial policy positions and recommend actions, strategies and plans to senior leadership and design
  • Support outreach campaigns designed to secure external support for Exelon positions on key matters
  • Communicate and translate State policy positions, key initiatives and implications of legislative and public policy to internal clients via timely oral and written communications to appropriate business units, committees, and senior management, including regular reports.
  • Maintain and leverage relationships with key internal and external policymakers, stakeholders, and decision makers in order to support Exelon’s natural gas initiatives
    • Manage relationships with key state and local elected officials
    • In coordination with the Public Advocacy group, attain leadership positions in professional organizations and industry groups.
    • Participate in and manage direct lobbying efforts of policymakers and staff at key regulatory and other agencies, regarding regulatory positions and policies. The position will function as the primary point of contact with State regulatory agencies.


POSITION SCOPE

  • Position performs both as a consultant/individual contributor to Exelon Generation that uses the resources of the business unit and the shared services organization to assist in identifying and assessing the significance of legislative, regulatory and policy issues to Exelon Generation and to develop appropriate business responses to those issues.
  • Policies are anticipated to have both strategic and economic impact on the business.
  • Position reports to the Director, Fuels Policy.
  • Position requires interfacing with executives in the energy industry, senior elected and appointed officials at the state and local levels and is empowered to represent Exelon interests before these groups.
  • Position will be responsible for managing coalition and project budgets.
  • This position will have no supervisory role.

 

Qualifications

MINIMUM QUALIFICATIONS
  • Either a BA or BS degree in business, engineering, political science, public policy or related field
  • At least 10 years related experience including 7 - year professional experience with management and leadership responsibilities in the electric and gas industry, with at least 4 - years focused in government affairs or external affairs activities
  • Must have good oral and written communication skills
  • Possess some knowledge about the electric and gas energy industry; an understanding of, and experience in, electric and gas utility operations, bulk power market operation and the regulatory, political and legislative process
  • Conversant with trends and policy implications of current financial, energy, legal and labor issues associated with this industry
  • Strong consultative and interpersonal skills to work with diverse groups of individuals inside and outside large companies including Company CEOs, presidents and their staffs, lobbyists, state and local elected and appointed officials and regulators, trade and business associations, foundations, political organizations, and public interest groups

PREFERRED QUALIFICATIONS
  • Masters degree in political science, public policy or related field or law degree;
  • A wide network of contacts within the business community, state and federal government, elected officials, and public interest groups.
  • Leadership positions in external trade associations, coalitions or industry organizations
