The selected candidate will serve as the Senior Civil / Dam Safety Engineer and be responsible for the Dam Safety Program at the Conowingo and Muddy Run dams.  The position is also responsible for all civil and structural engineering activities at both facilities.



  • Perform thorough routine inspections of all dams and civil structures, as well as immediately following any unusual events.
  • Identify and ensure timely completion of the FERC operating license commitments for the dams, and preparation of technical reports and regulatory correspondence documenting their completion
  • Prepare work orders for performing maintenance to the dams and civil structures, and perform regulatory reporting and tracking of dam safety related issues.
  • Review formal and informal inspection and diving reports for all dams performed internally or by outside agencies or consultants, and will respond appropriately to any unusual findings
  • Manage the Emergency Action Plan (EAP) for both dams, and be responsible for the required updating, training, and distribution.
  • Responsible for ensuring the dam safety surveillance monitoring program requirements are being accurately and consistently performed; including the processing, review, and assessment of the dam safety instrumentation data on a regular basis.
  • Interacts regularly with the FERC, state, and local officials in regard to dam safety projects and EAP drills / functional exercises.
  • Manage the civil / structural asset management plan by performing sound risk management evaluations and laying out long term Capital and O&M project plans.  Prepares and updates project schedules, manages budgets and expenditures as assigned
  • Perform lead engineer role for civil / structural upgrades or modifications to the dams or facilities.
  • Provide technical assistance to Maintenance on required civil / structural repairs to the facilities

  • BS in Civil Engineering or Geotechnical Engineering with 8+ years professional experience.
  • Registered Professional Engineer, or the ability to obtain a PE from the state of MD, or PA within 6 months
  • Excellent ability to work well with others.
  • Excellent interpersonal skills including written and verbal communications
  • Strong computer skills including knowledge and proficiency in using the MicroSoft Suite of software products


  • Professional Engineer (PE) License
  • Direct experience working on hydroelectric dams, either earthen or concrete, of more than 5 years
  • Dam Safety Program implementation experience of more than 1 year
  • MS or MBA
