PRIMARY PURPOSE OF POSITION

Responsible for the account management, business processes and systems required for Retail Electric Suppliers (RESs) to register and succeed in a restructured retail environment in accordance with State legislation and rules and policies as approved by the Public Service Commission (PSC) and BGE.  Responsibility for the design, testing, implementation and documentation of the rules, policies, business processes and systems required to successfully implement new State legislative programs. Perform supplier account management and business processes as required. Support IT projects, such as system upgrades and regulatory required enhancements, through knowledge of IT project management and user acceptance testing. 


Note: Position may be required to work extended hours, including 24x7 coverage in support of storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Responsible for account management activities for RESs.  Responsible for ensuring inquiries from retail market participants are addressed and resolved including questions and issues associated with retail customer metering, billing, enrollments, tariffs, and market participant requirements in the PJM wholesale marketplace. Communicate requirements and implement business processes required for new RESs to successfully register and participate in retail choice programs.  Participate in PSC Retail Choice related workgroups for regulatory projects.
  •  Ensuring the daily functions, business processes and systems required for market participants to enroll in retail choice programs are fully documented and accomplished accurately and in accordance with BGE’s Electric Service Rates & Tariffs, BGE’s Electricity Supplier Coordination Tariff, Code of Maryland Regulations (COMAR), business rules and policies.  Management responsibility for performance of RESs processes and retail customer billing analyses.  Responsible for the daily functions, business processes and systems required to produce and deliver historical retail customer usage data resulting from market participant data requests and billing market participants for those services. 
  • Responsible for the successful design, testing, implementation and documentation of the business processes and systems required to successfully implement new State legislative programs and strategic initiatives.  Responsibilities include working across departments to design, test, implement and document associated rules, policies, business processes and systems. 
  • Support the design, testing, implementation and change management of IT project enhancements and system upgrades.


POSITION SCOPE The management of energy, capacity, transmission service and ancillary services purchased and delivered by the Department exceeds $6 billion annually. Market design issues affect wholesale procurement methodologies and costs and retail tariffs, billing, and revenues. Daily processes affect short-and long-term load and financial forecasts, real-time operations and after-the-fact reporting and settlement throughout the Company. Department members continually work with senior members of Customer Operations, Regulatory and External Affairs, Transmission Operations, Finance, Accounting, and outside consultants in performing daily responsibilities and supporting strategic initiatives.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in engineering, finance or related field and minimum 5 - 8 years of experience or in lieu of bachelors degree, a minimum of 9-12 years of relevant experience.
  • Strong interpersonal and excellent written and verbal communications skills
  • Ability to solve complex problems and make decisions


PREFERRED QUALIFICATIONS

  • Pursuit or completion of MBA
  • Utility industry experience.
