Work Location is flexible but Rutherford Business Center-South (RBC-South) in Baltimore, MD is the primary (home) location for the project. Travel to this location is expected post-pandemic.


Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.  



Perform activities relating to designing, building, testing, implementing and maintaining IT services, portfolios, products, projects and processes under the guidance of a Sr. IT Services Analyst or Manager. May assist in the coordination of tasks for subordinates. Independence level: Works under general supervision.


  • A team player who puts the success of the team first.
  • Responsible for designing and developing test scenarios, testing plan, coordinating test data setup, environment readiness, test execution and issue resolution.
  • Gather performance test metrics and scenario requirements.
  • Responsible for recording, analyzing, diagnosing, managing, and reporting on test events, incidents, problems, and retests based on agreed criteria.
  • Provide ownership and accountability for assigned testing, keeping aware of progress and risks per milestone.
  • Ability to analyze/decipher/security performance testing issues.
  • Analyze root causes of performance issues and provide corrective actions
  • Perform API related test design and execution.
  • Assists technical support in problem investigation and resolution, ensuring cost effective and efficient resolution of problems.
  • Perform advanced troubleshooting of customer and internal system problems.
  • Partner with many other teams in a matrixed environment such as Business, Test and Development.
  • Responsible for performance testing efforts on web-based, mobile site and Mobile Apps.
  • Responsible for large testing projects that include automated testing utilizing Load Runner Cloud, Load Runner Enterprise.
  • Responsible for preparing and presenting Test Execution Results and Analysis Reports.
  • Communicate status to key stakeholders as needed. 
  • Establish, maintain, and enhance relationships with business and IT partners and other stakeholders. 
  • Enhance, maintain, or support existing products and processes to meet team goals and metrics.
  • Maintain current business knowledge/acumen, including application of technology solutions to deliver business results.
  • Identify and implement continuous improvements associated with the platform to support effortless customer experiences.
  • Develop and maintain technical capabilities within supporting discipline or function (including best practices).
  • Operate utilizing standard processes as defined within the Management Model.
  • Perform other duties and tasks as assigned.



  • Bachelor’s degree and typically 2 to 5 years related experience in Information Technology or 6 to 9 equivalent combination of education and work experience.
  • Proficient in Microsoft Office
  • Knowledge of utility business practices and processes
  • Knowledge about database and APIs
  • Strong problem-solving skills
  • Excellent communications skills (written and verbal)
  • Ability to work with remote team members and/or stakeholders.
  • Ability to build strong relationships with team members and business stakeholders.
  • Strong understanding of and demonstrated ability to implement and utilize Agile.
  • Strong problem-solving skills and analysis ability.
  • Maintain and enhance engagement with business and IT partners.


  • Bachelor’s degree in Computer Science preferred. Proficiency in Microsoft PowerBI or other reporting technology a plus.
  • Experience working within an Agile methodology
  • Experience working with Azure Dev Ops
  • Strong knowledge of business practices and processes in Oracle CC&B system
  • Strong knowledge of corporate testing tools and overall testing in a matrixed environment
  • Proficient with Load Runner Cloud, Load Runner Enterprise, Selenium and/or similar performance test tools to design and execute performance tests against web-based applications
  • Familiarity with Oracle databases, SQL Developer, HP's PPM/EDMs/PCRs, HP's ALM
  • Utilize understanding of customer's business needs to determine requirements
