This position acts as the single point of accountability for electric testing and commissioning engineering activities within a large geographic area (region) of the company.  Directs the personnel and activities of the Testing and Commissioning organization including the planning, supervision, coordination, and monitoring of the daily and long-term strategic activities.

The Manager is responsible for activities of the organization that include, but are not limited to, the following for the Transmission and Distribution substation system in their area:  field testing for maintenance, installation, development and execution of commissioning plans, commissioning, and troubleshooting of newly installed or repaired power equipment, protection and control systems, and communication equipment; performance and documentation of regulatory compliance obligations; field engineering analysis in troubleshooting of malfunctioning equipment and systems; oversee development and implementation of procedures for maximizing equipment reliability and availability; maintaining performance driven maintenance for equipment under department control.

Additionally, the Manager deploys resources (including contracted resources) in a manner that ensures the safe, error-free, economical, and expeditious completion of work with high regard for T&S system operational concerns, cost, budget, quality and customer satisfaction to accomplish desired results.  The Manager is responsible for the budget; ensures the focus and attainment of business goals, key performance indicators, and objectives.

The Manager is also responsible to oversee the training and technical development (which includes documented qualifications) for the engineers in their organization.  Responsible for the continued development of the organization by overseeing committees for development of processes and procedures, qualification programs, and safety and error prevention plans.  Fosters an environment that promotes safety principles and practices, environmental compliance, diversity, innovation and high productivity.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.   


Reports to the Testing Group Director Manager and is responsible for directing the safe work performance of an average workforce of 37 testing employees which includes field engineers.

  • Directs the employees engaged in the safe execution of testing activities for the construction, operation and maintenance of company substation electric facilities. These responsibilities include preventative/corrective maintenance, capacity expansion, and system reinforcement within the assigned regional operating area.
  • Provides input into the planning, implementation and execution of the operations, maintenance and reliability programs.
  • Determines manpower and equipment requirements necessary for scheduled and emergent work to ensure maximum utilization of testing personnel.
  • Must be able to maintain effective internal business controls. Performs safety audits, meetings, investigations, and employee performance reviews.
  • Provides coaching and on the job technical training.
  • Regular contact with Distribution System Operations, Transmission System Operations, Construction & Maintenance, Transmission and Substation, Work Management, Engineering, and Asset Management. Other contacts include major industrial customers and various municipality organizations (fire, police etc).
  • Responsible for the relaying and communication equipment maintenance associated with Exelon Nuclear Power Plant Switchyards.

  • Education – Bachelor’s degree in engineering or other technical discipline
  • Experience – 8 – 10 years of industry experience in transmission and substation systems (for T&S Testing) Certifications/Licenses
    • Valid driver’s license
    • Successful completion of Supervisory Assessment.
  • Knowledge – Demonstrated knowledge/expertise in substation and transmission systems (for T&S Testing) or ; leadership ability in a high-performance culture, including coaching and facilitating business competency and performance management skills.
  • Skills
    • Demonstrated ability to communicate effectively, build consensus, establish trust, and foster culture change
    • Demonstrated ability to support and enforce safe work behaviors; this requires working knowledge of safety rules and work practices.

  • Education – Master degree in Engineering or advanced system protection courses.

    • Electric industry background in the construction, maintenance and troubleshooting of transmission & substation equipment and systems .
    • Substation power equipment & protective relaying & controls testing experience
    • Previous supervisory experience
  • Certifications/Licenses
    • Ability to pass necessary Nuclear badging criteria .
    • Professional Engineering License
  • Knowledge
    • Technical understanding of transmission and substation components and system protection devices and schemes.
    • Familiarity with human performance error prevention processes.

    • Demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance.
