PRIMARY PURPOSE OF POSITION
Plans, direct, coordinates and supervises Transmission & Substation professionals who manage the construction of Centrally Managed Projects (both internal and Staff Aug Construction Managers). Oversee and enforce construction processes to effectively meet scope of work, schedule of work and budget dollars. Ensure the focus and attainment of business goals and objectives. Ensure the appropriate level of Construction Managers are identified and working to support Centrally Managed projects. Implement Standards of Practice for Construction and Program Management and monitor quality of construction. Maintain an environment that promotes safety, environmental compliance, diversity, innovation, and high productivity taking corrective actions as required.


Maintains solid working relationships among the organizations associated with projects/programs within the Construction Management including but not limited to; Project Management, Real Estate, Environmental, External Affairs, Vegetation Management and Distribution Operations.


Assume the role of field liaison with Jurisdictional Regulatory Entities as necessary to assist in project/program to move forward progression


Position may be required to work extended hours, including 24x7 coverage during storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Plan, coordinate, coach and direct Construction Managers (CMs), both internal and contracted, in the execution of scheduled and emergent work activities, to assure the highest levels of customer service and to achieve safety, reliability and productivity goals. Ensure CCMs are overseeing work performed is built to standard, within budget, on schedule, and assessing risk to minimize adverse conditions affecting projects including challenging man-hour estimates and participating in job walk downs.
  • Promote and maintain an environment that fosters a high performance, innovative, and learning culture. Ensure an environment that respects and promotes diversity. Serves as a change agent for business initiatives.
  • Ensure proper CM onboarding and current training requirements are up to date, communicated and ensure understanding by CMs the expectations of position and company policies and procedures.
  • Work within project and departmental budgets. Plan resource coverage activities directed at achievement of business plans and business unit objectives. Develop alternative courses of action that are based on logical assumptions and factual information after considering resources, constraints, and organizational values. Ability to recognize unusual conditions and take corrective action.
  • Consult with Management on scheduling construction management resources, staffing level forecasts and hiring. Facilitate open and honest communication with management team assuring upward communication is integrated in the process, including employee and contractor concerns and ideas.
  • Demonstrate a thorough knowledge of Company work, environmental and safety practices including a working knowledge of gas distribution standards and ability to maintain or obtain gas-up authorization. Hold a basic understanding of construction and inspection work practices, operating procedures and standards. Practical functionality of PC/Tablet based software and programs.
  • Complete all required Training. Participate in Staff and required Project Meetings.


POSITION SCOPE

Management of construction process to effectively meet scope of work, schedule of work and budget dollars. Ensure the focus and attainment of business goals and objectives. Implement Standards of Practice for Construction and Program Management and monitor quality of construction. Maintain an environment that promotes safety, environmental compliance, diversity, innovation, and high productivity taking corrective actions as required. Interacts routinely with internal and external contacts to manage the construction process to effectively meet scope of work, schedule of work and budget dollars for large and small projects, implement Standards of Practice for Construction and Program Management, and monitor quality of construction through PCE.


Internal and external contacts include Senior management, Managers, Employees, Contractors, and customers.


Supervises staff in department typically reports to Manager. Direct reports include mid-level (EO3) and below exempt employees as while as Staff Augmentation Employees

Qualifications

MINIMUM QUALIFICATIONS
  • Bachelor’s degree in a related field and 5 – 8 years of Transmission and/or Distribution construction experience OR high school diploma and 9 – 12 years’ experience of related Transmission and/or Distribution construction.
  • 4 or more years supervisory experience, or receive acceptable rating on Supervisory Assessment
  • Knowledge of Project Management concepts or principles
  • Strong knowledge of the company’s and OSHA safety guidelines and regulations with demonstrated ability to support and enforce safe work behavior; requires working knowledge of safety rules and work practices.
  • Strong written and oral communication skills.
  • Proven analytical experience.
  • Demonstrated leadership and ability to build consensus, establish trust, communicate effectively, and foster culture change.
  • Demonstrated business acumen, customer awareness and ability to create value.
  • Must possess and maintain a valid driver’s license

PREFERRED QUALIFICATIONS
  • Project Management experience.
  • Experience administering large dollar project construction and maintenance.
  • Knowledge of Asset Suite
