PRIMARY PURPOSE OF POSITION
Responsible for providing safe and reliable overhead and underground service design and installation for commercial, industrial customers.


Personnel Management Responsibilities:

Manage a staff of both management engineers/technicians and bargaining unit personnel of 25 to 30. Schedule work to maintain scope stability, schedule adherence, and approved service levels working with Work Management and C&M.


Contractor Management: Directly manage contractor workforce of 3 to 10 crews from multiple vendors to maintain scope stability, schedule adherence, and approved service levels. Directly responsible for accuracy of estimates vs. actuals for contractor submittals. Directly responsible for accuracy of accruals.


Financial Responsibilities: Responsible for a $17M category cost budget using C&M resources and a $4M direct contractor cost budget. Responsible to identify additional services above standard tariff, write, issue, receive, and execute customer contracts, and collect $5M in revenue (Contribution in Aid of Construction). Provide input for annual updates to the ICC for GO25. Directly responsible to track project estimate vs. actuals and maintain a high degree of accuracy. Directly responsible to authorize all contractor spend for NB in the region, approve all contractor invoices, and verify all accruals.


Customer Satisfaction: Directly responsible for customer satisfaction for services provided. Customer Satisfaction attributes includes customer need date, customer readiness, design scope, schedule, responsiveness, associated project cost, and CIAC collection. This includes routine direct contact with Builders, Developers, and Governmental Officials. Minimize customer complaints to Company Executives, Municipal Officials, and the ICC. Resolve any complaints that are lodged. Operates with a wide range of discretion involving seasoned judgment in dealing with a broad customer base and negotiating contracts and service levels.


Position may be required to work extended hours, including 24x7 coverage during storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Establish, and improve a high degree of customer satisfaction by meeting customer need dates, ensuring customer readiness, and meeting customer requirements. Responsible for meeting or exceeding the requirements regional scorecard.
  • Manage internal costs through monitoring the departmental, vendor, and category budgets. Ensure budget compliance by effectively managing technical design and administrative productivity and optimizing overtime decisions versus staff augmentation.
  • Manage technical and administrative employees to ensure adherence to company standards, policies and procedures by members of the workgroup and enforce all applicable company, city, state and federal safety rules and regulations.
  • Demonstrate leadership in developing the New Business Regional team by providing timely and accurate feedback regarding individual and operational performance.
  • Interface with governmental authorities, large project representatives, builders, developers and customers to create and implement the design necessary to provide service by the customer’s requested need date.
  • Implement strategic initiatives to assure the highest level of safety, productivity, customer satisfaction, and cost control within the Regional New Business group.


POSITION SCOPE
Direct Reports: 15 - 20


Total Number of reports: 15 –20 Management: 15 to 20 bargaining unit.


Financial Scope: $17M cost budget. $4M contractor budget. Collection of revenue (Contribution Aid of Construction) of $5M.


Major responsibilities include managing administration, engineering and design of all commercial, industrial and residential service requests. These activities include line extensions, service connections, relocations, temporary services, make ready, demolitions, and customer inquiries. Install 5000 new service connections and revisions annually.


Manage a staff of 15 to 20 direct reports to include New Business project engineers, three-phase designers, work planners, and project managers. 


Directly manage contractor workforce of 3 to 10 crews from multiple vendors. Make a determination of the best work for contractor vs. company resources and assign appropriately. Track and monitor progress of contractor assigned jobs for budget, customer satisfaction, scope stability, schedule adherence, and approved service levels. Directly responsible for accuracy of contractor estimates vs actuals for contractor submittals. Ensure Passport records are accurate and up to date for contractor-performed jobs.

Maintain an excellent working relationship with internal Work Management, ESO, Construction and Maintenance, Projects and Contracts, Standards, Distribution Pricing, and Real Estate, etc. to build consensus in work practices and achieve improved customer satisfaction.


Implement strategic initiatives to obtain significant cost reduction and high customer satisfaction for the New Business Regional group.

Qualifications

MINIMUM QUALIFICATIONS
  • Bachelor degree in Engineering, Business Administration or related field.
  • A minimum of 8 years of delivery experience, and a minimum of 5 years supervisory experience.
  • Demonstrated knowledge and understanding of distribution engineering.
  • Strong Financial ability. Proven ability to manage budgets, estimate projects and manage contractors.
  • Proven leadership ability in a high performance culture.
  • Proven ability to manage bargaining unit employees.
  • Proven Project management skills, including delivery of scope, schedule and quality.
  • Strong verbal and written communication skills required to interface with builders, developers, and municipal officials.
  • Proven high level management skills in coaching, performance management, and developing business competencies.
  • Demonstrated ability to achieve results, build consensus, establish trust, communicate effectively and foster culture change within a matrixed organization.
  • Self-initiator with the demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance.
  • Demonstrated business acumen, strategic planning, customer awareness and the ability to create value and eliminate non-value activity.

PREFERRED QUALIFICATIONS
  • Graduate degree or graduate level work in Engineering, Business Administration or related field.
