PRIMARY PURPOSE OF POSITION

Responsible for the management of environmental aspects of multi-year utility projects (transmission, distribution, substation, etc.).  Position has direct responsibility for identifying environmental studies required for each project, identifying the permitting timeline, securing permits from environmental agencies to support overall project schedule, and oversight of environmental compliance during construction. Position has direct responsibility for achieving project goals safely within approved project schedule and cost parameters. Position has direct responsibility for developing and maintaining relationships with Regulatory Agencies, municipalities and third parties (developers, property owners, etc) to facilitate permitting and construction phase compliance and implementation of remedial strategies when assigned environmental cleanup projects. 
Position will be the primary environmental interface with operations (electric/gas engineering, project management, design and construction groups).  The position requires subject matter expertise for environmental permitting associated with construction activities including sediment erosion and control regulations, soil sampling (PA Management of Fill Policy), wetland investigation, construction permitting, contractor/vendor management, invoice processing and incident investigation techniques for non-compliance events.  Position will require auditing of field construction activities throughout the service territory.  Candidate must be familiar with electronic media storage processes.
Position may be required to work extended hours, including 24x7 coverage during storms or other energy delivery emergencies.



PRIMARY DUTIES AND ACCOUNTABILITIES


Develop and implement project permitting strategies, plans, schedules and budgets to safely achieve project objectives of assigned projects in accordance with established scope, schedule, budget and process parameters. 25%


Manage contractor performance through field audits with respect to contract and scope documents and regulatory requirements. Provide direction and leadership to contractors, consultants and project team members. Interface with internal stakeholder organizations as well as project reporting to EU Senior Management. 25%


Conduct project reviews including field visits to monitor compliance, resolve conflicts and develop recovery plans including risk/contingency analysis. 25%


Interface with leadership to present project status updates. 5%


Develop and  implement outreach and communication strategies with external stakeholders including negotiating and influencing agreements with third parties such as property owners, municipalities, state and county agencies. 10%


Leverage expertise to provide environmental consulting support to other EU organizations or EU Initiatives as assigned. 10%

Qualifications


Minimum:
BS in Engineering, Environmental or Science.
The knowledge, skills and abilities to successfully accomplish the responsibilities of this position are acquired through at least 5-8 years of relevant operating, environmental, regulatory and/or project management experience.
Valid Driver’s License or ability to obtain

Leadership, Communications and Presentation Skills
Ability to build consensus, establish trust, communicate effectively and foster culture change.  
Demonstrated strong judgment and time management skills
Ability to work independently and as a project team leader including the ability to handle conflicting priorities in a multi-task environment
Experience managing projects and overseeing multiple contractors supporting a given project
Understanding of job budgeting, costing and performance metrics reporting
Knowledge and working experience with applicable local, state and federal environmental regulatory and interacting with regulatory agencies.
Certified Associate in Project Management (CAPM) or achieve CAPM within two years of job entry (PMP certification will fulfill this requirement)


Preferred:

MS in Engineering, Environmental or Science.
Negotiating and conflict management skills..

Project Management Professional (PMP) certification.



POSITION SCOPE 

This position is responsible for leading the development and execution of project strategies involving internal and external stakeholders as well as regulatory agencies safely and in accordance with established scope, schedule, budget and process parameters. This position is responsible for meeting regulatory requirements. Work is diversified and requires understanding of regulations, contract and technical requirements as well as EU outreach goals and strategies.  Success requires close interaction with project managers, construction managers, regulatory agency personnel, contractors, consultants, municipalities and third parties. Strong leadership, interpersonal, financial and negotiating skills are essential. Autonomy in decision making with a strong sense of integrity and accountability and ability to self-direct performance are required.
