Responsible for conducting comprehensive and highly confidential investigations of a complex analytical nature in investigating the diversion of electricity. Prepares comprehensive reports of investigations and/or surveys and prepares and presents briefings both orally and in writing. Works closely with law enforcement at the local, state and federal level as required. Ensures that managers, executives, legal representative and others are fully aware of matters affecting the corporation, its personnel and assets. This position is a NERC regulated position. As such, a background check will be conducted on the incumbent every seven years. Additionally, the incumbent will be required to complete annual NERC compliance training.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

  • Investigate the diversion of electricity; remove and inspect meters for tampering; gather and document evidence, compare consumption, review customer records, take pictures, interview customers and conduct surveillance; preserve the chain of evidence as well as the confidentiality of files; determine the final disposition of confiscated evidence.
  • Participate in the research, development and implementation of goals, policies and priorities of technical devices for controlling utility theft.
  • Respond to and investigate concerns for potential safety hazards
  • Oversee the recovery of revenue from diversion of service; determine period of back bill and assist in the development of the lost revenue amount.
  • Assist others in prosecuting for theft of service; assist in case preparation; appear in court when required.
  • Establishes and/or maintains professional liaison with law enforcement agencies at the federal, state and local levels and with appropriate governmental departments and other professional organizations as required.

Works under general supervision with no direct reports.


  • Bachelors Degree in Criminal Justice, Electrical Engineering, or related field and 2-4 years relevant experience or 6-9 years of relevant experience.
  • Experience working in an electrical field (for example, electrical apprenticeship, electrical business, etc.).
  • Knowledge of electrical theory and/or metering.
  • Experience gathering, analyzing, and organizing data/information.
  • Experience using oral and written communication skills sufficient to interact with all levels within an organization.
  • Experience using PC-based word processing, spreadsheet, and e-mail software.
  • Ability and willingness to travel to various Company and customer locations.
  • Ability and willingness to work extended and non-standard hours with little or no notice, including being on call 24/7.
  • Ability and willingness to perform a second role in accordance with PHI's Emergency Preparedness Guidelines for all employees
  • Ability and willingness to perform both indoor and outdoor tasks for extended periods of time (for example, lifting up to 50 pounds, climbing, bending, twisting, kneeling, crawling, pulling/pushing, standing, walking, and squatting).
  • Ability and willingness to work in a variety of work environments, including all weather conditions.
  • Ability and willingness to wear and use appropriate personal protective equipment (PPE).
  • Ability and willingness to maintain the confidentiality of sensitive information.

  • Experience participating in relevant professional group meetings (e.g., national theft of service committees).
  • Experience performing preliminary investigations (for example, processing crime scenes sufficient to identify, collect, and preserve physical evidence; locating and interviewing witnesses, victims and suspects; and/or preparing investigative reports).
  • Experience preparing cases for review and court appearances (for example, researching, obtaining, and reviewing court records).
  • Knowledge of state, local, and federal criminal laws and procedures relevant to energy diversion.
  • Experience acting as a liaison to different agencies (e.g., police department).
  • Experience performing metering.
