PRIMARY PURPOSE OF POSITION
Management responsibility and accountability for the account management, business processes and systems required for Gas Retail Electric Suppliers (GRESs) to register and succeed in a restructured retail environment in accordance with State legislation and rules and policies as approved by the Public Service Commission (PSC) and BGE.  Management of BGE’s Daily Metered and Daily Requirement Services Programs. Management responsibility for the design, testing, implementation and documentation of the rules, policies, business processes and systems required to successfully implement new State legislative programs.  Manage communications during gas emergency events in accordance with BGE Natural Gas Curtailment Plan. Manage Analysts in Department, perform account management and business processes as required and support other BGE organizations with design and implementation of strategic initiatives.
Note:  Position may be required to work extended hours including 24x7 coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES 
1. Management responsibility for account management activities for GRESs.  Responsible for ensuring inquiries from retail market participants are addressed and resolved including questions and issues associated with retail customer metering, billing, enrollments, tariffs and market participant requirements in BGE’s service territory.  Management of BGE’s Daily Metered and Daily Requirement Services Programs. Facilitate proactive communications associated with current and future BGE gas retail choice market structures.  Manage communications during gas emergency events in accordance with BGE’s Natural Gas Curtailment Plan. Communicate requirements and implement business processes required for new GRESs to successfully register and participate in BGE’s Gas retail choice programs.  Provide direct supervision and support for Unit Analysts.

2. Management responsibility for ensuring the daily functions, business processes and systems required for market participants to enroll in gas retail choice programs and accomplished accurately and in accordance with BGE retail tariffs, Code of Maryland Regulations (COMAR), business rules and policies.   Responsible for the daily functions, business processes and systems required to produce and deliver historical retail customer usage data resulting from market participant data requests and billing market participants for those services.  Provide direct supervision and support for Unit Analysts.  
3. Management responsibility for the successful design, testing, implementation and documentation of the business processes and systems required to successfully implement new State legislative programs and strategic initiatives.  Responsibilities include working across departments to design, test, implement and document associated rules, policies, business processes and systems.
4. Provide leadership in promoting a safe, motivated, productive and diverse workforce. Provide leadership, development and coaching of direct reports.
POSITION SPECIFICATIONS 

Minimum:
Bachelors degree in engineering, finance or related field and minimum 8 –10 years of business experience or in lieu of a Bachelors degree, a minimum of 12-14 years of relevant experience. 
Familiarity with Gas retail marketplace and BGE’ retail tariffs, billing and enrollments
Familiarity with Gas LDC Operations
Familiarity with Extensible Markup Language (XML)
Strong interpersonal and excellent written and verbal communications skills
Ability to solve complex problems, make decisions and proactively resolve external counterparty issues
Experience representing Company positions in external forums
Preferred:

Pursuit or completion of MBA
Gas utility industry experience preferred

POSITION SCOPE

The Gas Retail Choice program currently serves over 140,000 customers in BGE’s service territory.  Retail market design issues affect the entire BGE business model. Daily processes affect retail customer billing, short-and long-term load and financial forecasts and after-the-fact reporting and settlement throughout BGE.  BGE Gas Supplier Services continually works with senior members of Strategy & Regulatory Affairs, Regulatory & External Affairs, Customer Operations, Gas Operations and Gas Supply in performing daily responsibilities and supporting strategic initiatives.
