PRIMARY PURPOSE OF POSITION:

 

 

Performs activities related to analyzing IT and/or business requirements, designing, building, testing, implementing and maintaining solutions, products and processes under the guidance of a Sr. Telecom Engineer or Manager.  May assist in the coordination of tasks for subordinates.

 

 

MAJOR ACCOMPLISHMENTS

 

 

Performs, documents, and assists in planning work activities.

 

For projects: relating to analyzing requirements, designing, building, and testing to maintain and implement products and processes.

 

Maintains business engagement and IT customer relationships.

 

Assists less experienced personnel.

 

Applies and verifies compliance to standards.

 

Proactively builds business/IT knowledge to provide solutions.

Qualifications

POSITION SPECIFICATIONS

 

 

Minimum:

 

Bachelor’s degree in Computer Science or related discipline and typically 2 to 5 years’ experience in telecommunication, electrical, computer engineering and related communication technologies or equivalent combination of education and work experience.

 

Should understand the importance of working safely in office and field environments since there will be time spent in substations, Exelon’s Energy & Delivery (EED), rights of way (ROW), public ROW as well as nuclear stations.

 

Demonstrate Operational Excellence qualities in order to maintain efficient Fiber and SONET system operations, including the demonstration of checking and re-checking work performed prior to and during changes, demonstrate urgency under outage conditions, applying lessons learned, ability to engage and push the appropriate support folks to efficiently work solutions and communicate the status of outages and restoration efforts.

 

Should possess excellent learning abilities to pick up on new or unfamiliar telecom platforms, has deep troubleshooting skills for SONET, DWDM, and fiber optics in the field and on premise.

 

Understand the importance of and have a proficiency in generating, revising and maintaining design documentation, including design drawings and design specifications.

 

Have the discipline to generate design documentation prior to work performed.

 

Understand and know the importance of standards as well as designing work and executing work to those standards.

 

Have great team skills.

 

Be able to work well with internal peers and external customers under various project and operational conditions.

 

Demonstrate leadership abilities to design and support vendors as well as peers in a productive manor.

 

Possess excellent communications skills to be able to interface with customers and obtain an understanding of customers’ needs and be able to design and implement efficient solutions to those needs.

 

Should be able to challenge and direct various design and support vendors accordingly to meet project and operational expectations and deliverables.

 

Needs to be a self-starter and have the ability to work on several projects at once with the ability to prioritize and negotiate customer expectations in order to keep all customers satisfied.

 

Demonstrate ability to implement and maintain telecom network management systems.

 

Possess a basic understanding of engineering, installation, testing, cutover and emergency restorations of outside plant (OSP) fiber optic cable.

 

Possesses budget skills in order to manage spend on small to medium size telecom projects.

 

Possess project organization skills to work through more complex tasks.

 

Ability to lay out a larger task into sub-tasks and work to that plan.

 

Maintains and builds upon established customer relationships.

 

Needs to understand the importance of actively working side-by-side with the customers, working in the field to obtain design inputs and overseeing construction, testing, and cutover.

 

Bachelor’s degree preferred or equivalent experience as well as having strong oral and written communication skills.

 

Appropriate technical skills and related experience associated with the position scope below.

 

 

 

POSITION SCOPE

 

Position is within the UCOMM organizations supporting fiber, SONET, and DWDM technologies.

 

Among the items to be worked in this position:

 

Design, configure, install, test, cutover, maintain and operate the SONET network as well as the DWDM network.

 

Skills include familiarity with Nokia SONET and DWDM technology, JMUX, Tellabs DACS, Telco and Zhone channel banks, and M13’s.

 

Be able to provision and test various circuit types including DS0’s (OPX, ARDs, digital circuits (DDS and sub rate (RS232)), 4W analog, T1’s, DS3’s, 1Gbps, 10Bbps as well as the various multiplexing techniques between these standards.

 

Manage associated contractors on SONET and to a lesser extent, fiber networks.

 

Administer, troubleshoot, modify, work with ITOC, problem diagnosis and generate problem solutions associated with the SONET and DWDM network management platforms, preferable Megasys NMS as well as Nokia NSP platform and GE VistaNet.

 

Work in an operations environment for fiber, SONET, and DWDM.  Understand the potential issues associated with these systems and demonstrate ability to proactively seek solutions prior to operations problems and demonstrate ability to expeditiously diagnose and troubleshoot problems as they arise.

 

As necessary, support after hours and weekend activity including installations, cutovers, emergency restorations, etc.

 

Weekly travel within service territory to perform associated responsibilities is a must.

 

Proactively deliver on customer requirements.  Actively work side-by-side with customers, working in the field to obtain design inputs and overseeing constructions, testing and cutover.

 

Prepare and manage budget allocated for smaller projects and work through invoice processing to assure invoices are obtained, paid and billed back to various business units.

 

Become familiar with other telecom platforms that exist within Exelon but do not necessarily fall under this group’s responsibility.

 

Assist with design, installation, configuration, documentation, testing and cutover of simple to complex outside plant (OSP) fiber projects.

 

Develops design and process standards. Continuously seek process improvements and pro-actively seek the improvements with little to no supervision.

 

Assist with billing and invoicing issues on individual tasks, minor and major projects.
