PRIMARY PURPOSE OF POSITION

 

Responsible for developing, leading, coordinating and integrating all External Affairs initiatives, programs and communication activities.  Direct, motivate and coach the personnel within the External Affairs organization.  Responsible for maximizing customer satisfaction, productivity and profitability by identifying key constituent issues and developing appropriate action plans with internal and external stakeholders.  Manage the development and enhancement of relationships with state and local elected officials throughout the entire Exelon service territory.  Develop and manage department business plan and budget.    

 

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

 

PRIMARY DUTIES AND ACCOUNTABILITIES

  1. Develop and manage the implementation of short and long-term strategic initiatives.  Interface with leadership of other departments within the company to apprise them of local government matters that have the potential to impact operations or productivity and to provide leadership in resolving issues that could negatively impact customer satisfaction. 
  2. Assure that working relationships with governmental officials and local media outlets are maintained and enhanced.  Foster relationships with key local government leaders that support the execution of the company’s business and customer experience strategy, including the maintenance and expansion of utility infrastructure.
  3. Assure the achievement of department objectives and the self-development of employees through the effective management of the Individual Performance Review Process.
  4. Direct the activities of an external affairs team dedicated to meeting the service and billing related needs of city, county and municipal accounts.
  5. Assure that the provisions of governmental agreements between the company and state and local entities are met through partnering with the leadership of other departments to fulfill constituent commitments.
  6. Ensure the diversity of community sponsorship by coordinating and evaluating regional participation and financial support of economic development, civic and community organizations. 


Qualifications

POSITION SPECIFICATIONS:

Minimum:
  • Bachelor’s degree in business, economics, technical, public/governmental relations or related field and 12 or more years relevant experience.
  • At least three year in a management/supervisory role
  • At least five years of related work experience in government or external relations.
  • Superior written and oral communication skills to effectively communicate with internal and external audiences.
  • Well-developed interpersonal skills.
  • Excellent negotiation and facilitative skills
  • Demonstrated ability to build consensus, establish trust and foster culture change.
  • Demonstrated business acumen, customer awareness and ability to create value.
 
Preferred:
  • Advanced degree in business, economics, technical, public/governmental relations or related field.
  • Strong working knowledge of electric utility industry including direct experience in addressing emerging policy issues related to the industry.
  • Proven strategic planning skills.  Demonstrated ability to interface with and advise executive leadership, lead cross-functional team, build consciences? establish trust and foster culture change.
POSITION SCOPE
Day-to-day responsibility includes direct oversight of the External Affairs organization, as well as interfacing with the internal leadership of other departments.  Direction includes business plan development and execution of assigned goals by External Affairs Managers and management of department budget.  Directly responsible for the development of External Affairs Managers and internal support staff.  Support the leadership of internal departments, as well as External Affairs Managers, by assisting them in resolving emergent issues that could negatively impact customer satisfaction and/or earnings per share.  This position requires a high level of independence and decision-making ability.  Must be capable of developing strategic plans, which set the course of direction for the External Affairs organization.   

Overall responsibility includes management of the Maryland Pepco Region. Management responsibilities include responsibilities for outreach and engagement in Prince George’s and Montgomery County, Maryland.

Oversees activities of 2 External Affairs Managers and 2 other staff members.  Manages departmental budget, including O&M and charitable budgets.
