PRIMARY PURPOSE OF POSITION:

Responsible for the optimization and implementation of plans developed by gas and electric operations and planning functions and the customer driven new business growth functions.  Responsible for the development of workload plans to enable efficient and effective execution of detailed designs and project and program plans. 

Manages the resource planning, scheduling functions and field coordination activities to meet resource & workload requirements and customer expectations for personnel enterprise wide across the organization.  Manages an organization responsible for providing the required documentation, materials and resources in support of design and/or maintenance and construction activities and ensuring the work is initiated, processed, documented and closed out in compliance with PSC regulations. 

Estimate project costs and develop financial forecasts to support capital approvals and financial plans.   Makes improvements and modifications in processes, procedures and standards to improve customer satisfaction and reduce costs.  Oversees budget forecasting, re-forecasting and reports sent to senior leadership on program performance including overall program profitability O & M and capital spending efficiency and forecasting variance explanations. 

Establishes performance measures and targets.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES:

- Responsible for the optimization and implementation of plans developed by gas and electric operations and planning functions and the customer driven new business growth functions.  Responsible for the development of workload plans to enable efficient and effective execution of detailed designs and project plans.

- Responsible for the implementation and monitoring of the Resource Workload Management policies, programs and processes. Accountable to implement a work process for Exelon operations that optimizes resources, addresses operational priorities, and ensures alignment with Exelon financial, customer, reliability, safety and performance goals. Ensure work plan schedule for Exelon operations optimizes resources, allows for emergent workload with minimum impact to schedule, addresses operational priorities, and ensures alignment with Exelon financial, customer, reliability, safety and performance goals. Support the peer group process to ensure adoption of best practices into standard processes

- Responsible for ensuring that the work plan aligns with the budget O & M and Capital targets. #CD# Responsible for forecasting, re-forecasting and monitoring budget. #CD# Establishes performance measures and targets.

- Develop and implement key performance measures, controls, and procedures to ensure the consistent application of the Resource Workload Management process across Exelon Utilities and instill accountability for adherence to the process and completion of planned work.  Ensure organizational adherence to schedules, milestones, key performance measures, controls and procedures and instill accountability for adherence to the process and completion of planned work.

- Develop and maintain a learning organization that fosters a high performance culture and promotes diversity.  Serves as a change agent for business initiatives and assures the human element is understood and considered including timely recognition of employees.  Provide leadership to and development of the regional work control team.  Use effective performance management to provide accurate and timely feedback and identify opportunities for growth and learning.

- Provide direction and maintain direct authority over the regional work planning function to ensure effective execution of key planning process deliverables
(i. e. on time, high quality work packages).

POSITION SPECIFICATIONS

Minimum:


- Bachelors Degree in Business or related field and a minimum of 8-10 years of experience, OR in lieu of Bachelors degree, 12-14 years of general management experience.

Specialized Skills, Knowledge, License Requirements/Registrations, Etc.

- Project management and operations experience.

- Proven leadership ability in a high performance culture.

- Proven high level management skills in coaching and facilitating business competency.

- Extensive knowledge of utility operations.

- Experience in working with contract vendors

- Strong understanding and working knowledge of utility industry financial strategies.

- Demonstrated ability to achieve results, build consensus, establish trust, communicate effectively and foster culture change within a matrixed organization.

Orchestration of multi-disciplined work force of approximately 100- 450 employees and a large contingency of additional contract resources working within the BGE service territories.
Ensure timely and planned work tasks provided to ensure all key performance measures can be attained in Operations. In scheduling, consider prioritization, system needs and construction resource work levelization to minimize overall costs.

Direct influence over the regional budget spend of between $40M - $200M per year.

Direct responsibility for ensuring that the developed work plan aligns with O & M and Capital budget targets.

Perform functions as required for resource management.

Direct responsibility for ensuring that the regional business performance goals, regulatory priorities and reliability objectives are achieved.

Determine baseline manpower and project funding resource requirements and recommend resource decisions balancing both operational requirements and financial implications.
