PURPOSE


- Supervise a team of corporate security investigative personnel dedicated to protecting Company personnel and physical/cyber assets while ensuring compliance with the organization’s policies and procedures

- Plan, organize, and coordinate investigations of alleged or suspected violations of laws, NRC or regulatory issues, Code of Business Conduct and corporate policies concerning criminal matters, fraud, cyber, insider threat, intellectual property, or other security issues

- Serve as a subject matter expert on investigative techniques for all levels within the organization

- Develop and document standards for measuring the efficiency or effectiveness of investigative operations

- Perform scheduling, oversight, review, and escalation of detailed site vulnerability assessments and personnel threat assessments (in partnership with business unit, HR and legal representatives)

- Elevate and communicate emerging physical security risks to the appropriate level of management

- Provide oversight for security-related projects to ensure scope, cost, and quality are kept within established guidelines

- Oversee and participate in the investigation of extremely sensitive, potentially high profile, complex, and sophisticated criminal or National security activities, which may have an impact on health, safety, fiscal, ethical, and operational integrity  

- Oversee and participate in cyber related investigations in order to ensure documented evidence is presented to legal and HR in a concise easy to understand manner.  The types of cases in which a cyber skillset is beneficial range from embezzlement, identity theft, insider threat, fraud, hacker activity to a host of security breaches. Additionally, be capable of engaging with cyber forensic team members in order to identify and evaluate forensic data and other evidence to further the investigative efforts of both groups

- Oversee and participate in complex financial crimes investigations, and exhibit the capability to conduct highly technical investigations in a fluid and fast paced environment

- Supervise a team of corporate security personnel dedicated to protecting Exelon executives and other important dignitaries

- Direct briefings with law enforcement, department and corporate staff, and coordinates the use of necessary resources to achieve company objectives  

- Facilitate contracted guard force deployment at various Company-owned or leased properties; Manage the performance and contractual execution of agreements with outside contractors and or vendors  

- Liaise with Legal, HR, and local, state and federal law enforcement agencies

- Provide expert testimony before grand juries, courts, and administrative hearings, as needed

- Coordinate the response to security incidents, including significant security events and threats  

- Develop and maintain a budget for respective team’s area of responsibility



ACCOUNTABILITIES 


- Supervise a team of corporate security personnel primarily engaged in ethics investigations, cyber related investigations, insider threat investigations, complex financial crimes, site vulnerability and personnel threat assessments, incident response, project management, and compliance with physical security regulations. 30%

- Coordinate major ethics, cyber related, insider threat, and complex financial crime investigations. Engage leadership to propose solutions to internal control issues identified during investigations.  Provide recommendations and onsite support to Business Units, Ethics, HR, Audit and Legal.  Provide expert testimony when appropriate. 20%

- Coordinate site vulnerability and personnel threat assessments; provide recommendations and onsite support to Business Units. 15%

- Provide oversight for security-related projects, including merger and acquisition/divestiture activities. 15%

- Manage the security logistics and personnel/asset protection arrangements, including both domestic and foreign travel, for executives as well as operations and field personnel. 15%

- Manage diverse security awareness, workplace violence, and other related training programs aimed at minimizing corporate losses and increasing employee sensitivity to security as well as employee safety issues. 5%

Qualifications

POSITION SPECIFICATIONS


Minimum:


- Bachelor's Degree in Criminal Justice, Law Enforcement, Security or related discipline and at least 8 years’ experience with one or more major law enforcement, intelligence, public or private sector security organization or an equivalent level of education, training & experience. 

- Ability to obtain Law Enforcement Officers Safety Act (LEOSA) qualifications

- Ability to obtain Concealed Carry Permits for applicable states, as necessary

- Prior investigative experience

- Excellent communication skills, both written and oral

- 24/7 availability

- Ability to travel domestically/internationally with little or no notice

- Supervisory/leadership experience  

- Working knowledge of state-of-the-art security programs and systems

- Established network within the law enforcement community 

- Valid Driver’s License



Preferred:

- Advanced degree

- 10 years of law enforcement experience with a medium to large agency or the equivalent combination of law enforcement/private investigative experience

- 3 years of supervisory/management experience

- Ability to obtain and maintain a secret or top-secret clearance

- Prior experience of complex fraud investigations, cyber forensic investigations, insider threats, regulatory investigations and ethics investigations 

- Certifications: Certified Protection Professional (CPP), Physical Security Professional (PSP), Certified Fraud Examiner (CFE), and/or other related certifications

- Strong working knowledge of Company policies and procedures (Code of Conduct, Corporate Governance, etc.)

- Experience in security advances or executive protection activities

- Vulnerability assessment experience

- Contract management/budgetary experience


SCOPE


- Manage a team of Senior Security Specialists in multiple campuses and engaging with various business units

- Interact with all levels of employees, including executives, and high echelon audiences outside Exelon, (e.g. high-ranking law enforcement, intelligence community, Homeland Security officials, etc.)

- Expertise in, and can speak authoritatively about, any physical security issues impacting Exelon

- Mitigate threats to the Company, secure the Company’s people and infrastructure assets, and respond to an array of emerging security issues potentially impacting the Corporation

- Report directly to a Director or Senior Manager of Corporate & Information Security Services, and at times, represent the Director or Senior Manager on matters having potential or real impact to the Company

- Work independently
