PRIMARY PURPOSE OF POSITION

Assist in the development, delivery, and management of energy efficiency programs as part of the state utility commission approved energy efficiency portfolio to ensure cost recovery and minimize performance risk. Help develop the strategic direction of the utility energy efficiency, demand response, and electrification programs and utilize evaluation results to better inform future programming. Manage the process for awarding contracts to subcontractors or vendors who deliver evaluation, measurement, and verification services as well as potential and goal setting studies. Work closely with data tracking systems to ensure accurate calculation of program data for reporting purposes. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • Work with energy efficiency, demand response, and decarbonization program teams and data team to review and ensure accurate data and calculations are provided for regulatory reporting (20%)
  • Liaison with third-party and independent evaluators and program teams to support transparent and communicative evaluation, measurement, and verification (EM&V) processes. Supportive tasks will likely include collaborating with evaluators on making updates to the State or Jurisdiction Technical Resource Manual (TRM), providing insights or inputs to updated cost effectiveness assumptions, reviewing of third-party evaluator presentations and reports, as well as review of EM&V plans and help guiding the execution of EM&V deliverables (25%)
  • Support working groups by representing the Company and communicate any changes or updates to program teams (15%)
  • Use evaluated program results to help inform future program planning and design (15%)
  • Work collaboratively with other planning, design, and evaluation (PD&E) team members to ensure best possible outcomes for the Company across jurisdictions (15%)
  • Work cross functionally across the organization with regulatory, legal, strategy, external affairs, revenue, and rates teams on regulatory requirements that impact the energy efficiency, demand response, and electrification programs (10%)


JOB SCOPE

  • Develop and maintain knowledge of relevant EM&V processes and topics for one or more jurisdictions and act as primary liaison between program teams and third-party and/or independent evaluators
  • Develop and maintain knowledge of the regulatory and legislative landscape in jurisdictions where the utility administers programs 
  • Take direction and work collaboratively with other PD&E team members to share best practices and lessons learned
  • Manage and support EM&V process timelines for specific jurisdictions to ensure recommendations from the third-party and/or independent evaluator and any programmatic changes are shared with and understood by program teams, and then incorporated into data tracking systems
  • Provide data analysis and subject matter expertise in responding to state utility commission requests or implementation of state utility commission orders. This includes reporting of results.
  • Support and on occasion lead the design of new programs and incorporate lessons learned from EM&V into utility energy efficiency, demand response, and electrification program filings
  • Research and track emerging energy efficiency and decarbonization technologies as well as different program delivery strategies and prepare recommendations to other EM&V and program team members
  • Provide oversight and management of subcontractors that support EM&V or program design services
  • Number of personnel managed (direct): none, (indirect): numerous contractors and vendors delivering programs

Qualifications

This is a hybrid remote position not a fully remote position. The successful candidate will be required to report to the office for work at least 2 days a week!

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Business or Engineering and 4-7 years of energy conservation / energy efficiency work experience OR in lieu of degree, 6-9 years energy conservation / energy efficiency experience is required.
  • Demonstrated ability to work within established budgets and deliver promised results.
  • Thorough understanding of utility cost recovery mechanisms.
  • Ability to communicate with and coordinate with a wide variety of professionals ranging from engineers to vendors, to subcontractors.


PREFERRED QUALIFICATIONS

  • Experience designing, developing, and delivering utility energy efficiency, demand response, or electrification programs to specific customer sector
  • Working knowledge or interest in energy efficiency, demand response, and electrification programs
  • Familiarity with PJM capacity markets and bidding energy efficiency as a resource into PJM.
  • Familiarity with utility cost recovery mechanisms
  • Familiarity with utility cost tests (e.g., Societal Cost Test, Total Resource Cost Test)
