Primary Duties and Accountabilities
Assists with analysis of multi-year plan imbalances between amounts approved in rates based on the budget and actual results, using financial and regulatory knowledge and analytical skills.
Develops responses to discovery related to the multi-year plan, including data requests related to project list updates, annual informational filings, and all other multi-year plan filings, using financial, regulatory, communication and organizational skills.
Actively participates in multi-year plan regulatory proceedings, including testimony support, data request responses, and other information provision activities, using financial and strategic knowledge, and written and oral communication and organizational skills.
Monitors capital and O&M project setup and transactions to ensure appropriate multi-year plan treatment.
Provides guidance and analytical support related to multi-year plan process improvements in budgeting and financial processes as well as filing preparation and execution.
Develops and prepares, for parties within and outside the Company, presentations, and responses to inquiries regarding multi-year plan filings, results and processes using expert knowledge and communication and organizational skills.
Reviews and provides quality assurance for the preparation of information and analyses produced by others related to the multi-year plan using analytical and attention to detail skills.
Job Scope
Position reports to Senior Manager Multi-Year Rate Plans.
Manage and direct 1-2 employees
Regular interaction with Vice Presidents, Directors, Managers within Finance, Regulatory, Investment Strategy and Legal, among other business areas.
This position has a direct impact on the Company's ability to generate the revenue required to successfully develop and implement its strategic initiatives thereby impacting shareholder returns, cash levels and earnings.
Work is diversified and complex in nature.
Work involves the understanding, communication and application of financial concepts and Company regulatory policies.
Work also involves the application of expert judgment, initiative, and ingenuity.
Work often involves the need to complete important assignments under severe time constraints and changing conditions.
Work involves coordinating efforts with many different functional areas, including Finance, Regulatory, Legal and Electric and Gas Operations.
Work includes the creation, revision, and review of financial analyses, testimony, data request responses, legal briefs, regulatory orders, and internally and externally distributed informational and instructional multi-year plan-related material.
Work includes active participation in regulatory proceedings, including consultant and expert witness activities.
The position has significant interrelationships both internally and externally.
Work involves the use of computer word processing, spreadsheet, and presentation applications.
Work is subject to periodic review.
Qualifications
MINIMUM QUALIFICATIONS
Bachelor’s degree in Engineering or related field
At least 8 years of industry experience, including at least 3 years as a supervisor or manager
Broad knowledge of company, department policies, objectives, strategies, and goals; function being managed; applicable governmental laws and regulations
Good oral and written communication skills, ability to build consensus, establish trust, communicate effectively, drive execution and ability to multi-task
Demonstrated knowledge and understanding of regulatory issues
Demonstrated business acumen, customer awareness, and ability to create value.
PREFERRED QUALIFICATIONS
MBA/CPA or other advanced degree in Accounting, Finance, Business, Economics or Law.
Experience in utility environment in areas related to finance and/or regulatory activities
Expertise in Peoplesoft and financial systems, including UI Planner
Experience in regulatory proceedings
