PRIMARY PURPOSE OF POSITION
Develop and enhance relationships with public officials in Cecil and Harford counties to proactively enhance Delmarva Power’s brand and reputation and resolve emergent issues in an effective and timely manner. Role is responsible for planning and executing broad public outreach and targeted stakeholder engagement with local, municipal, and county officials, as well as nonprofit, emergency management and other community leaders in both counties. Leverages public affairs skillset and relationships to support business priorities in both counties, including capital infrastructure projects, day-to-day electric operations and other Company initiatives and programs. Serves as early warning system to identify potential issues or challenges.


Position may be required to work extended hours, including 24x7 coverage during storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Establish and maintain effective working relationships with municipal and county elected officials and staff, community groups and the business community in Cecil and Harford counties. Facilitate engagement with key stakeholders, including hosting briefings and representing the company at municipal council and county commission meetings and other after-hours official forums and events.
  • Plan and support public outreach programs for high-impact projects, such as major capital infrastructure projects. Support projects by engaging in outreach activities, building community and stakeholder awareness, resolving issues or challenges, and garnering public support for projects.
  • Identify and support resolution of issues affecting Company operations or customer satisfaction. Develop and maintain a network of support resources with all internal business units to support issue resolution.
  • Actively participate in economic development, business and community organizations in Cecil and Harford counties to demonstrate the Company’s commitment to the community and gain increased awareness of customer concerns, perceptions and needs related to the Company.
  • Interface with Large Customer Services account managers to achieve quality service, billing and collections and revenue requirements related to municipal and county government accounts.

 

POSITION SCOPE
Requires detailed knowledge of Company’s service territory in Cecil and Harford counties and the external political and governmental structures in both counties, as well as understanding of Delmarva Power’s electric operations and customer service policies. Requires development of effective relationships across all business units of company and with decision makers in the governmental, business and community sectors. Position uses communications, organization, and facilitation skills. Requires strong ability to speak publicly and conduct presentations to large groups on potentially complex and/or contentious topics. High degree of confidentiality is associated with the position. Work involves a moderate degree of independent decision-making, creativity and flexibility and requires attendance of off-hour meetings and events. Requires ability to respond to emergencies, such as major outage and weather events, on a 24/7 basis, as needed, to serve as a liaison to government stakeholders. Much of the work is high-pressure with time constraints. Must understand and adhere to Exelon’s policies regarding interactions with public officials during day-to-day work.

 

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in political science, communications, business administration, and/or public relations AND 5 -8 years related experience in governmental affairs, customer service, communications, or relevant utility experience OR, in lieu of a bachelor’s degree, 9 – 12 years stated experience is required.
  • Proven ability to work in cross-functional teams, with experience in project management. Requires strong organizational skills.
  • Strong communications skills – both written and oral.
  • Demonstrated skills in Microsoft products including Excel and PowerPoint


PREFERRED QUALIFICATIONS

  • Master in Business Administration
  • Demonstrated working knowledge of Company policies and procedures in areas of Customer Service, Credit and Collections and Construction and Maintenance.
  • Leadership skills proven in the area of team building, issues management and process improvements.
  • Proven ability to write detailed reports, letters and analyze quantitative data.
  • Advanced Excel and PowerPoint Skills
  • Experience building working relationships with government officials and/or community stakeholders.
  • Experience working with electric utility operations, on infrastructure construction issues and familiarity with land use approvals and permitting processes.
  • Experience negotiating resolution of conflicts or contractual matters.
