PRIMARY PURPOSE OF POSITION
Responsible to lead, direct, organize and control the distribution design engineering activities within the regions. Ensure compliance and adherence to accepted standard engineering and design practices for new customer services, public relocation, system reliability, corrective maintenance, and system capacity projects (approx. 2500,000 customers per region) across the distribution system while managing and controlling the scope of work, maintaining focus on accuracy, and ensuring constructability at the least cost. Responsible for performance measurements and design audits for all engineered plans. Communicate, execute, and supervise the process to ensure all work designs are appropriately scoped prior to construction issuance. Coordinate feedback on required design and standards application changes. Responsibilities also include management of contracted engineering services, joint utility work coordination and providing technical expertise of distribution facilities to the Region. Assure the development and effective implementation of strategic initiatives. Assure the focus and attainment of business goals and objectives. Develop and maintain an environment that promotes diversity and high productivity Note: Position may be required to work extended hours, including 24x7 coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES
- Provides management of Delmarva Power & Light engineering and design activities to ensure consistent timely, cost-effective designs, meeting customer service dates by having key interface with Work Management and construction, including contractors. Consistently monitor engineering activities to meet service dates. (30%)
- Manage technical employees to ensure adherence to company standards, policies and procedures by members of the workgroup, and enforce all tariffs applicable company, city, state and federal safety rules and regulations. (20%)
- Establish and manage the customer interaction, including with other utilities (e.g., phone, cable, water) to ensure that the company and the department are focused on the customers' needs and are delivering customer focused services and products. (15%)
- Control the preparation of budgets and manage local area budget to meet overall requirements. (15%)
- Develop and maintain an environment that fosters a high-performance culture and a learning organization. Lead a management team in promoting diversity. Serve as a change agent for business initiatives and assure the human element is understood and considered. Assure timely recognition of employee contributions and develop technical capabilities in the organization. (10%)

JOB SCOPE
- Responsible for and manages the engineering and design of all electric new service and facility relocation work within the territory Directly responsible for development and review of all performance metrics related to job design work. Ensures proper application of local tariffs, federal, state and local regulations and company standards by personnel. Manages a staff of approximately 30 engineers and field design technicians and service associates, as well as 3 supervisors. Maintains process consistency and adopts best practices for the design and project management of electric distribution projects within the DPL's MD territory. Manage regular interface with Work Management, Construction and Maintenance groups and contract management to ensure adherence to the process so that service installations or revisions are constructed in the most efficient and economical manner, provide requirements for the immediate and long-range work plan. Review completed construction to ensure that projects are completed and mapped as designed. Confer with Construction & Maintenance and contractors to determine engineering feasibility and cost effectiveness of designs and adherence to standards.
Qualifications
MINIMUM QUALIFICATIONS
- Bachelor's degree in Engineering or related field
- At least 8 years of relevant experience
- Demonstrated knowledge and understanding of distribution engineering practices.
- Proven leadership ability in a high performance culture OR demonstrated ability to manage, develop and implement process enhancements and efficiencies including technology and performance.
- Proven high level management skills in coaching and facilitating business competency.
- Self-initiator and proven performance management skills.
- Demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change and ensure compliance to engineering processes and design procedures
- Demonstrated business acumen, customer awareness and ability to create value / eliminate non-value activity.
- Ability to work independently and as a team member, effectively managing conflicting priorities in a multi-tasking environment.
- Strong interpersonal, problem-solving, motivational, negotiation, time management, and oral/written communication skills are required.
- Create effective working relationships with employees, customers, other departments, and outside agencies.
- Knowledge of company safety, regulatory and various operating policies and procedures.
PREFERRED QUALIFICATIONS
- Graduate degree or Graduate Level work in Engineering, Business Administration or related field.
- 2-3 years of supervisory or managerial experience.
