Performs and/or manages activities relating to planning, designing, building, and maintaining IT services, projects, portfolios, products and processes. Creates and assigns detailed tasks to subordinates. Has budget responsibility for a small project, sub-project or process component. Expected to work under minimal supervision.


  • Perform, manage and appropriately document work activities relating to systems, sub-projects, or processes utilizing ITIL concepts. For enhancements: plan, analyze, and deliver high quality software solutions in accordance with IT project management standards. For operations and application maintenance and support:  plan and lead IT activities required to manage service level agreements. Work closely with business partners to understand requirements and guide application systems evolution. (45%)
  • Assist in creation of documentation for products and services. Use best practices to improve systems and services provided to business unit partners, and monitor adherence within Team/Managed Service Provider to standards as defined within the Management Model. (15%)
  • Maintain and enhance engagement with business and IT partners and other stakeholders. (15%)
  • Establish positive team environment by proactively assisting and training less experienced personnel. Provide performance and development feedback as required. (15%)
  • Maintain technical knowledge and business acumen within own discipline or function. (10%)


  • Utilize understanding of customer's business needs to determine requirements
  • Applies technical expertise to plan, design, build or support required products and processes
  • Help other team members learn appropriate theories, practices and principles that relate to their skill set portfolio
  • As assigned, manage budget for area of responsibility
  • As assigned, manage working relationship with outsourcing partners



  • Bachelor's degree in Computer Science or related discipline and typically 5 to 8 years relevant experience in application development or operations support; or equivalent combination of education and work experience.
  • Experience with large enterprise-wide systems design, development, and application production support
  • Strong system architecture skills, with the ability to view the overall picture of an application as well as integrations
  • Excellent communications skills (written and verbal) and ability to work with remote teams
  • Strong problem solving and analysis ability
  • Experience working with managed service sub-teams and knowledge of IT project management
  • Ability to work with business users to define requirements and translate into system design
  • Familiarity with ITIL concepts of change management, release management, patch and vulnerability management, and incident response processes and protocols
  • Familiarity with principles of Application Portfolio Management (APM), including business analysis, work planning, quality controls, operations and support, and project management.
  • Infrastructure technologies: Active Directory, Exchange, Mainframe, Network Topologies, Job Scheduling, event monitors, Interface models (HTTP, SOA)
  • Strong knowledge of Operating Systems - Windows, Solaris or Linux; or strong knowledge of cloud platforms – Azure, Amazon or Google
  • Programming Languages/Platforms: Mastered 2-3 languages/frameworks. Understand functional programming and know when and how to apply functional concepts in any programming language. Possess a deep understanding of how the platform functions including code execution. Comfortable with their package manager tools.
  • Database: Well-versed in using database views, stored procedures, triggers, and user-defined data types (UDT). In order to speed up the query process, apply knowledge of index syntax to create custom clustered and non-clustered indexes.
  • APIs: Deep and solid knowledge of the main APIs used. Capable of designing End to end new APIs.
  • Expert Agile development practices and good experience at using tools like ADO, JIRA, Git
  • Troubleshooting: Can handle almost all analysis and support activities independently


  • Knowledge of Cloud-based systems like Azure, AWS includes cloud-hosted Applications, technologies, and methodologies
  • Knowledge of ServiceNow especially with GRC and other workflows.
  • Experience with Oracle, MS SQL Server and other databases and related querying and reporting tools
  • Understanding of Windows & Unix (Solaris, Linux) technologies, including similarities and differences
  • Experience in regulatory compliance environments such as: Sarbanes-Oxley, NERC CIP, HIPAA, PCI
  • Experience with complex, integrated, large-scale Enterprise systems; understanding of applications architectures for “a system of systems”, cloud and on-prem systems, workflows and business processes.
  • Deep experience with application software development lifecycle models, both waterfall and iterative.
