PRIMARY PURPOSE OF POSITION

PECO T&S Testing
Directs the Exempt, Non-Exempt and Craft personnel and activities associated with the Relay, SCADA, and

Communication equipment maintenance and construction. Assures the development and implementation of strategic and tactical business and labor initiatives. Assures the focus and attainment of business goals and objectives. Develops and maintains an environment that promotes safety, diversity, and high productivity of the Exempt, NonExempt and Craft personnel

Departmental activities include the commissioning, testing, maintenance, repair, and emergent response of Transmission and Distribution substation relays, SCADA, automation and communication systems and ancillary equipment.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIE

PECO T&S Testing

  • Drives and oversees the development and implementation of short and long term strategic and tactical business and labor initiatives designed to assure the highest levels of customer services and to achieve Exelon’s safety, reliability and performance goals. Assures timely response to storms and other system emergencies.
  • Manages the overall Testing budget. Monitors business plans and business unit objectives. Balances cost control with appropriate capital and maintenance investments.
  • Develops and maintains an environment that fosters a high performance culture and a learning organization. Leads the Testing team in promoting diversity and inclusion. Serves as a change agent for business initiatives and assures the human element is understood and considered. Assures timely recognition of employee contributions. Develops methods to assess communication effectiveness and implement continuous improvement initiatives.
  • Provides leadership to and development of the Testing Team. Provides accurate and timely feedback regarding performance and operations. Conducts performance planning and appraisals. Identifies opportunities for growth and learning. Facilitates open and honest communication with staff. Assures that upward communication is integrated into the process, including employee concerns and complaints.
  • Establishes, maintains and improves relationships with other departments in Exelon, the regional operating companies and the local communities.


JOB SCOPE
ComEd T&S Testing Group

  • Reports to the Testing Group Key Manager and is responsible for directing the safe work performance of an average workforce of 9-12 testing employees, including field engineers and technicians
  • Directs the employees engaged in the safe execution of testing activities for the construction, operation and maintenance of company substation electric facilities. These responsibilities include preventative/corrective maintenance, capacity expansion, and system reinforcement within the assigned regional operating area.
  • Provides input into the planning, implementation and execution of the operations, maintenance and reliability programs.
  • Determines manpower and equipment requirements necessary for scheduled and emergent work to ensure maximum utilization of testing personnel.
  • Must be able to maintain effective internal business controls. Performs safety audits, meetings, investigations, and employee performance reviews.
  • Provides coaching and on the job technical training.
  • Regular contact with Distribution System Operations, Transmission System Operations, Construction & Maintenance, Transmission and Substation, Work Management, Engineering, and Asset Management. Other contacts include municipal leaders and major industrial customers and various municipality organizations (fire, police etc).
  • Responsible for the relaying and communication equipment maintenance associated with Exelon Nuclear Power Plant Switchyards.

ComEd Distribution Testing

  • Reports to the Distribution Testing Manager and is responsible for directing the safe work performance of an average workforce of 9-12 employees, including Engineers, Technicians and Senior Engineers.
  • Directs the employees engaged in the safe execution of the operation and maintenance of company distribution electric facilities. These responsibilities include preventative/corrective maintenance, capacity expansion, system reinforcement and environmental activities within the assigned regional operating area.
  • Provides input into the planning, implementation and execution of the operations, maintenance and reliability programs.
  • Determines manpower and equipment requirements necessary for scheduled and emergent work to ensure maximum utilization of employees.
  • Must be able to maintain effective internal business controls. Performs safety audits, meetings, investigations, and employee performance reviews.
  • Provides coaching and on the job technical training.
  • Regular contact with leadership of Distribution System Operations, Construction & Maintenance, Transmission and Substation, Work Management, Engineering, and Asset Management. Other contacts include municipal leaders and major industrial customers and various municipality organizations (fire, police etc).

PECO T&S Testing

  • Reports to the Director T&S – PECO and is responsible for the safe work performance of an organization of 25 - 35 employees, consisting of supervisors, Master Technicians and Engineering Technicians.
  • Responsible for PECO’s electric transmission and substation relay and protection assets in a service territory of over 2,100 square miles including 1.5 million customers.
  • Responsible for executing collective bargaining agreements, implementing labor strategies, and negotiating elevated grievance hearings and arbitrations.
  • Responsible for sponsoring and justifying capital improvement projects and then executing approved relay & protection projects of $1-2 million per year.
  • Provides input into maintenance planning and is responsible for executing $2-3 million of preventive, corrective, and reliability maintenance expenditures associated with the 130 major Transmission and Distribution Substations.
  • Responsible for the environmental stewardship of relay equipment in an effort to minimize the impact on the surrounding community and natural resources.
  • Responsible for the organization’s response to emergent activities, catastrophic events and storms.
  • Responsible for the relay and SCADA system maintenance associated with Exelon Nuclear Power Plant substations and various Exelon and non-Exelon fossil/hydro generating plant substations located in the PECO Service Territory.
  • Actions have direct impact on Exelon Energy Delivery (EED) safety, reliability, and customer satisfaction goals, the transmission revenue stream of PECO, the generation revenue stream of Exelon, and the public, political, and regulatory opinion of PECO.
  • Establishes performance goals and expectations, coaches, mentors and provides feedback to direct reports.
  • Maintains effective internal business controls by conducting audits, self-assessments, investigations and employee reviews.
  • Builds strategic alignments with PECO senior management, Exelon Nuclear & key management peers (DSO, TSO, C&M, P&CM, AM&E), T&S associates and union leadership.
  • Other external contacts include co-generation and other key customers, relay and SCADA equipment vendors, regulators, auditors and various municipal authorities (fire, police, city mayors, etc).

Qualifications

MINIMUM QUALIFICATIONS
  • Education – Bachelor’s degree in engineering or other technical discipline
  • Experience – 8 – 10 years of industry experience in transmission and substation systems (for T&S Testing) or distribution system equipment (for Dist Testing)
  • Certifications/Licenses
    • Valid driver’s license
    • Successful completion of Supervisory Assessment.
  • Knowledge – Demonstrated knowledge/expertise in substation and transmission systems (for T&S Testing) or distribution equipment and systems (for Dist Testing); leadership ability in a high-performance culture, including coaching and facilitating business competency and performance management skills.
  • Skills
    • Demonstrated ability to communicate effectively, build consensus, establish trust, and foster culture change
    • Demonstrated ability to support and enforce safe work behaviors; this requires working knowledge of safety rules and work practices.
    • Demonstrated leadership skills including the abilities to manage personnel and carry out multiple tasks and processes; influence and direct others necessary to achieve results in support of company/department objective, work effectively with a variety of situations, individuals and groups; vision and implement new and innovative efficiency improvements.

PREFERRED QUALIFICATIONS
  • Education – Master degree in Engineering or advanced system protection courses.
  • Experience
    • Electric industry background in the construction, maintenance and troubleshooting of transmission & substation equipment and systems (for T&S Testing) or distribution equipment and systems (for Dist Testing).
    • Substation power equipment & protective relaying & controls testing experience
    • Previous supervisory experience
  • Certifications/Licenses
    • Ability to pass necessary Nuclear badging criteria (for T&S Testing) or O’Hare and Midway Airport badging criteria (for ComEd Dist Testing).
    • Professional Engineering License
  • Knowledge
    • Technical understanding of transmission and substation components and system protection devices and schemes (for T&S Testing) or distribution components (for Dist Testing).
    • Familiarity with human performance error prevention processes.
    • Familiarity with local collective bargaining agreements (PECO T&S Testing)
  • Skills
    • Demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance.
    • Demonstrated business and utility financial acumen, customer awareness, and ability to create value.
    • Demonstrated leadership ability in a highperformance culture, including coaching and facilitating business competency and performance management skills.
