PRIMARY PURPOSE OF POSITION

ComEd Responsible to lead the Investment Strategy team and provide coordination with Finance, investment category managers and engineering support groups including: Asset Management, Distribution Engineering Standards, T&S Engineering, Transmission and Distribution Planning, and Reliability Programs to define the work to be designed, scheduled and constructed. Responsible for the development of the 5-year Capital and O&M investment plan for Transmission and Distribution (T&D) operations. Specific accountabilities include governance and oversight of the work portfolio and investment strategy to achieve desired system performance; incorporating system risk tolerance and probability of occurrence in work portfolio development; providing work prioritization, project authorization criteria and control. Assure investments are targeted to attain the business goals and objectives. Responsible for the preparation of witness testimony and data request responses from stakeholders and commerce commission staff in rate case proceedings related to the distribution investments and costs incurred in constructing, operating, and maintaining ComEd's distribution system. Works closely with Regulatory Groups, VP's, and Legal to ensure responses are appropriate and accurate. Develops and maintains an environment that promotes diversity and high performance. PECO Responsible to lead the Investment Strategy team and provide coordination with all organizations within PECO. Responsible for the strategy and development of the 5-year Capital investment plan for PECO as well as the performance and execution of the current year Capital investment plan. Specific accountabilities include governance and oversight of the work portfolio and investment strategy to achieve desired system performance; incorporating system risk tolerance and probability of occurrence in work portfolio development; providing work prioritization, project authorization criteria and control. Assure investments are targeted to attain the business goals and objectives. Responsible to lead and coordinate innovation throughout PECO as well as the investigation into new technologies, research & development work, and involvement in industry groups and trade organizations. Coordinates assessment of new technologies and sponsors preparation of business cases. BGE Responsible to lead the Investment Strategy team and provide coordination with Finance, investment category managers and engineering support groups including: Asset Management, Distribution Engineering Standards, Gas and T&S Engineering, Transmission and Distribution Planning, and Reliability Programs to define the work to be designed, scheduled and constructed, also responsible for managing Investment Management, Business Planning, benchmarking. Performance Indicator activities. Responsible for the development of the 5-year Capital and O&M investment plan for Electric and Gas Transmission and Distribution (T&D) operations, keeping Multi Year Plan in perspective. Specific accountabilities include governance and oversight of the work portfolio and investment strategy to achieve desired system performance; incorporating system risk tolerance and probability of occurrence in work portfolio development; providing work prioritization, project authorization criteria and control. Assure investments are targeted to attain the business goals and objectives. Responsible for the preparation of witness testimony and data request responses from stakeholders and Public Service Commission staff in Multi Year Plan proceedings related to the Gas and Electric Distribution investments and costs incurred in constructing, operating, and maintaining BGE's Gas and Electric Distribution system. Works closely with Regulatory Groups, VP's, and Legal to ensure responses are appropriate and accurate. Develop and maintain an environment that promotes diversity and high performance. PHI Responsible to lead the Investment Strategy team and provide coordination with Finance, investment category managers and engineering support groups including: Customer Operations, Central Engineering, Gas and T&S Engineering, Transmission and Distribution Planning, and PHI Regional Engineering to define the work to be designed, scheduled and constructed; also responsible for managing Investment Management decisions, Business Planning support and benchmarking or performance indicator activities as appropriate. Responsible for the development of the 5-year Capital and O&M investment plan for Electric and Gas Transmission and Distribution (T&D) operations, as well as the performance and execution of the current year Capital investment plan, keeping various jurisdictional Multi Year Plans and regulatory commitments in perspective. Specific accountabilities include governance and oversight of the work portfolio and investment strategy to achieve desired system performance; incorporating system risk tolerance and probability of occurrence in work portfolio development; providing work prioritization, project authorization criteria and control. Assure investments are targeted to attain the business goals and objectives and meet MYP/regulatory commitments. Responsible for the preparation of witness testimony and data request responses from stakeholders and Public Service Commission staff in jurisdictional Multi Year Plan proceedings related to the Gas and Electric Distribution investments and costs incurred in constructing, operating, and maintaining PHI's Gas and Electric Distribution system. Works closely with Regulatory Groups, VP's, and Legal to ensure responses are appropriate and accurate. Develop and maintain an environment that promotes diversity and high performance. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES
  • Drives and oversees the development and implementation of short and long term strategic investment for the respective company, including application of new technologies, to assure the highest levels of customer services and to achieve Exelon's safety, reliability, and performance goals. (20%)
  • Develop, manage and ensure compliance with the system performance investment strategy. Create prioritized portfolio in a timely fashion to meet the budgeting schedule. Utilize corporate financial targets as an input and provide operational risk feedback and recommendations for system investments. Ensure alignment of work with financial targets to meet system performance requirements. (15%)
  • Manage the overall budget. Establish and monitor business plans and business unit objectives. Balance cost control with appropriate capital and maintenance investments. (15%)
  • Respond to regulatory requests for commission's annual report and rate case filings. Includes the development and review of testimony to be submitted in rate case process. (10%)
  • Develop and maintain an environment that fosters a high performance culture and learning organization that seeks solutions to balance stakeholder interests. (10%)
  • Leads management team in promoting diversity. Serves as a change agent for business initiatives and assures the human element is understood and considered. Assure timely recognition of employee contributions. (10%)
  • Provide leadership to and development of the management team. Provide accurate and timely feedback regarding performance and operation. Conduct performance planning and appraisals. Identify opportunities for growth and learning. (10%)
  • Establish, maintain, and improve relationships with other departments in Exelon. Contact required with VPs and Sr. Management to align prioritization with corporate drivers to achieve desired system performance. (5%)
  • Facilitate open and honest communication with staff. Assure that upward communication is integrated into the process, including employee concerns and complaints. Develop methods to assess communication effectiveness and implement continuous improvement initiatives. (5%)

JOB SCOPE
  • Reports include six to sixteen professionals. Scope involves determining the system performance investment strategy accompanied with a prioritized work management portfolio that brings reliability issues to bear on capital and maintenance program spending for between $400-$800 million of annualized investment per year. Considerations include operational risk tolerance, targeted maintenance, long-term system viability and regulatory obligations. Manages high level work plan to insure resource balancing.
  • Establish prioritization criteria, supporting systems, processes and controls to develop a balanced work portfolio. Adjust work based upon changes in criteria and operational risk tolerance. Deliver portfolio in a timely basis to meet corporate budgeting schedule.
  • Manage and incorporate project IPAC and challenge efforts to optimize project scope assumptions in proposed work portfolio. Incorporate project controls and approval process into the Define the Work methodology.
  • Ensure work, and budgets are aligned to achieve performance targets most effectively. Continue to monitor work accomplishment and budget alignment through the construction process to ensure execution matches plan: note deviations on a timely basis to effectively manage execution adjustments.
  • Interact with VPs, Sr. officers and Asset Owners to create a work portfolio that most effectively balances stakeholder interests. Review asset plans and budgets to bring a regulatory perspective to asset planning and investment strategy. Make ongoing adjustments to accommodate changing business drivers.
  • Work with Finance to coordinate delivery analysis and responses to inquires related to buy / or sell of delivery assets.
  • Develop models to refine investment strategy process and perform regression analysis for resource allocations to match workloads.

Qualifications

MINIMUM QUALIFICATIONS
  • Bachelor's Degree in Engineering or in Business Administration or related field along with 3 or more years of demonstrated experience leading gas and/or electric disciplines
  • 10 or more years of management experience in engineering or energy delivery operations
  • Demonstrated knowledge and understanding of business drivers and system requirements and investment strategy to balance short and long term corporate financial performance and system performance
  • Self-initiator with proven strategic talent. Requires leadership ability in a high performance culture
  • Proven high level management skills in coaching and facilitating business competency
  • Demonstrated ability to performance long range planning and strategy, build consensus, establish trust, communicate effectively, foster culture change and balance multiple priorities
  • Demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance
  • Demonstrated business acumen, customer awareness and ability to create value

PREFERRED QUALIFICATIONS
  • Bachelor's Degree in Engineering
  • Graduate degree in Business Administration with a specialization in operations management or finance
  • In depth knowledge of electric and/or gas operations
