PRIMARY PURPOSE OF POSITION

Coordinate and manage economic development services for retention, expansion and attraction of business and industry, brownfield development and community development programs in the Company's service territory. Responsible for marketing and promoting business development initiatives and services (i.e., customer supplier choice and energy efficiency programs) to all Exelon communities, economic development organizations, State (Department of Commerce and Economic Opportunity), national site location consultants, developers, and businesses by being an ambassador of the Company and electric utility industry. Must also represent the Company on and play an active role with key external organizational board of directors. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • Responsible for the day-to-day oversight Exelon's business development and customer attraction efforts intended to create new jobs in Exelon communities and add additional electric load to the distribution system. Includes all aspects of activities including serving as an ambassador for the company and a first point of contact for large projects. Requires knowledge of electric rates and energy prices, customer supplier choice and State restructured utility industry, the Company's transmission and distribution system, and the electric utility industry in general. Includes need to coordinate efforts with External Affairs and other key Company Departments such as Capacity and Transmission Planning, Project Management, New Business, and Legislative Strategies. (25%)

  • Management and implementation of Exelon's existing business outreach and retention program efforts to retain existing jobs and preserve electric load on the distribution system. Includes all aspects of Exelon's business retention program including understanding the importance, marketing and promotion of the program, conducting training for program partners, and data entry, analysis, and reporting. (25%)

  • Management and implementation of community development grant initiatives including marketing and promotion to external organizations and municipalities. Requires close coordination with External Affairs. Initiative includes grants for planning and development activities and economic development educational training scholarships for municipal officials. (10%)

  • Maintain active participation and leadership positions in the local State development council (i.e., State-wide professional organization) and the Utility Economic Development Association (industry-wide professional organization) and other regional or State economic development organizations as appropriate. (10%)

  • Manage marketing and communications programs for business attraction and retention efforts; brownfield development products and services; as well as community development needs. (5%)

  • Maintain process for profiling municipalities, community organizations, and the overall regional economy for the purpose of coordinating market segmentation and data requests from internal departments including demographic information. (5%)


JOB SCOPE

This senior manager position serves a critical role in developing and implementing strategies to support community, business and economic development across PHI’s footprint.  Performs a variety of administrative, technical and professional work in preparation and implementation of such strategies.  Day to day responsibility involves the oversight of company Economic Development staff, projects, programs, initiatives, and budget.  Work is strategic in nature and involves significant collaboration with internal and external stakeholders.  The ideal candidate will have experience in economic development strategies and best practices to deliver on successful outcomes. Contact with external customers requires persuasiveness as well as negotiation, facilitative, and strong communication skills.

Qualifications

MINIMUM QUALIFICATIONS
  • Bachelor's Degree in Business/Municipal Planning related discipline
  • Ten or more years business experience, with at least five years prior management experience
  • Well-developed interpersonal skills
  • Demonstrated effective written and verbal communication skills and be able to interact comfortably and intelligently with governmental and business leaders at all levels
  • Must be comfortable speaking publicly and in front of large groups to represent the company
  • Must have the ability to direct business negotiations with company as outside affiliates
  • Knowledge of relevant computer systems and ability to display applicable level of computer literacy required
  • Self-motivated with ability to demonstrate independent decision-making

PREFERRED QUALIFICATIONS
  • Advanced degree in Business / Municipal Planning or related discipline
  • Three or more years utility experience
