PRIMARY PURPOSE OF POSITION

This position is a Communications Supervisor who is responsible for supervising a T&S EM Communications team that is responsible for the installation, maintenance and repair of Remote Terminal Units (RTUs), power line carrier protection circuits, DS1 & DS0 communications circuits, ethernet circuits, fiber optic transport systems (SONET and MPLS), two-way radio, and mesh radio networks in substations and office locations.  Coordinates technical activities, lead, and directs complex work.  The position may be required to work extended hours, including 24X7 coverage during storms and other system emergencies.

 

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Responsible for the oversight and/or field technical training for T&S EM Communications Department.  Directs employees engaged in work on Supervisory, Control and Data Acquisition (SCADA) RTU units for the OCC.
  • Responsible for the installation, maintenance, testing, troubleshooting and repair of power line protection circuits including power line carrier, line tuners, and wave traps.  As well as fiber optic protection circuits.
  • Responsible for the installation, maintenance, testing, troubleshooting and repair of SONET and MPLS/ethernet fiber optic transport systems supporting Corporate IT, electric utility SCADA, and power line protection circuits.
  • Responsible for the installation, maintenance, testing, troubleshooting and repair of the company’s land mobile radio system.  The system includes Prime and Geo Redundant Prime sites, nine RF sites, seven channel simulcast system with nearly 1000 mobile and portable radio subscribers.
  • Responsible for the installation, maintenance, testing, troubleshooting and repair of 15 communication shelter locations and 14 communication towers.
  • Responsible for the installation, maintenance, testing, troubleshooting and repair of a mesh radio network of 4,000 Itron radios supporting SCADA to distribution feeder recloser and cap bank equipment supporting distribution automation.
  • Responsible for the installation, maintenance, testing, troubleshooting and repair of fiber optic cable terminations and small count fiber splicing.
  • Coordinate and perform NERC Compliance related maintenance and change control activities.
  • Respond to after-hours calls and participate in on-call procedure 

Job Scope 

  • Supervises staff in a department. Works within prescribed operating procedures. Typically reports to Manager. Direct reports normally include entry-level exempt, non-exempt skilled and non-skilled craft and clerical.

Qualifications

MINIMUM QUALIFICATIONS

  • Education/Experience: Bachelor's degree in engineering or related field and 5 - 8 years related experience, OR High School Diploma (or equivalent) and 10 years of job related experience.
  • Knowledge: Thorough knowledge of installation and testing of protective relaying, metering, automatic control and data communications systems, and post high school classes in AC/DC circuit theory.
  • Knowledge: Working knowledge of mathematics up to and including trigonometry.
  • Skills/Abilities:
  • Must have Communication/Transmission experience
  • Demonstrated ability to lead groups of employees on a day-to-day basis.
  • Demonstrated ability to communicate effectively.
  • Ability to be certified in CPR and First Aid.
  • Valid driver's license and ability to meet Company driving standards.
  • Demonstrated ability to use personal computers and associated software.
  • Availability to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.
