This posting will cover two separate Director Project Management positions.  One position is responsible to oversee a team of Project Management leaders executing capital electrical infrastructure projects within Atlantic City Electric and Delmarva Power.  The second position is responsible for oversight of the Project Controls Organization and PMO across Pepco Holdings.  The Project Controls and PMO organization is responsible for developing schedules, estimates, cost analysis and organization-wide initiatives. 

PRIMARY PURPOSE OF POSITION

This job is responsible for overseeing a department that is comprised of multiple units responsible for the project management of all projects and programs associated with the gas and electric distribution system, gas & electric metering, electric substations, and electric transmission to support growth, operations and maintenance of PHI's gas and electric systems. Also responsible for major customer projects, all programs regulated by the Public Service Commission, major facilities improvement projects, and reimbursable non-utility projects such as those initiated by Exelon generation affiliates. This position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • Oversees a Department that is comprised of six units responsible for the project management of all projects and programs associated with the gas and electric distribution system, gas & electric metering, electric substations, and electric transmission to support growth, operations and maintenance of PHI's gas and electric systems. Also responsible for major customer projects, all programs regulated by the Public Service Commission, major facilities improvement projects, and reimbursable non-utility projects such as those initiated by CE generation affiliates. (40%)
  • Leads the development of enterprise wide project management strategies, plans, and metrics to ensure critical organizational objectives and goals are met. Establishes earned value metric reporting at the project and portfolio level. Assures that project management personnel manage safety, cost, schedule, scope, quality and human resources of projects to achieve the desired results. Recommends and implements improvements for the more effective management of these projects with a goal to be the Center of Project Management Excellence for PHI. Facilitates and promotes the use of best project management techniques and the development of project management procedures to have a consistent and repeatable approach for managing projects successfully. Ensures that projects are aligned with strategic business objectives, oversees funding and budgeting issues, recommends improvements, and promotes teamwork across the organization. Ensures adequate resources of project management personnel and tools to meet divisional operating needs. Responsible for the accuracy and control of project scopes, estimates, schedules, and preliminary design drawings for each project. Oversees special project and assignment teams. (30%)
  • Coordinates with company-wide leadership from workload and resource management, system planning, design and engineering, contract management, business management, customer planning, and gas & electric system operations areas to resolve comprehensive design, scope, scheduling and staffing issues. (5%)
  • Serves as the primary contact between the business management area stakeholders and project managers. Provides status reports at the portfolio and project level to stakeholders. (5%)
  • Establishes and monitors the Department budget. (5%)
  • Responsible for conducting feasibility studies, scope development, project plans, project reviews, and lessons learned documents, and provides coaching to mid-level leaders and Project Managers. Prepares a detailed long range schedule for work and analyzes the work plan to assist with efficiently scheduling resources. Develops & monitors performance indicators & metrics that directly influence the Division's project work. (10%)
  • Serves in a leadership position during storms that affect the electric distribution system. Maintains knowledge of Company rules, policies and standards and administers them equitably. (5%)


JOB SCOPE

This job reports to the VP Project Management and performs the leadership duties for a Department of over 60 employees including project managers, project controllers, and estimators. Accountable for an annual capital budget / forecast between $400M and $600M and an annual O&M budget / forecast between $50M and $100M. Responsible for a five year capital plan between $2B and $3B and a five year O&M plan between $250M and $500M. Projects can range from individual budgets of $250K through $200M, and are typically complex and require significant resource commitments from various organizations. Manages specialized areas of highly specialized work in a functional group. Participates in developing strategy/policy.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Engineering or a related field and at least 12 years related work experience including 10 years of functional or technical experience in work and/or project management, OR the equivalent combination of formal education/training and experience. Knowledge:
  • Knowledge of gas and electric systems, project management techniques, standard operating practices, and local governmental policies and restrictions Skills/Abilities:
  • Demonstrated analytical and problem solving skills coupled with the ability to make complex decisions regarding the use of millions of dollars.
  • Demonstrated ability to effectively manage multiple complex projects and to manage a diverse mid-level leadership team and project management staff to deliver safely completed projects with quality results on schedule and within budget.
  • Demonstrated ability to communicate and collaborate effectively and persuasively with leaders and employees at all levels of the organization.
  • Demonstrated ability to conduct a broad range of analyses, independently selecting proper techniques and making correct interpretations and appropriate recommendations based on the results obtained.
  • Demonstrated ability to conduct effective teambuilding skills and develop effective communications plans.
  • Demonstrated ability to consult with business area stakeholders in analyzing business processes and problems and making recommendations for solutions.
  • Demonstrated ability to develop and manage relatively complex budgets, track trends, identify gaps and to correct deviations.
  • Demonstrated ability to develop and evaluate moderately complex analysis of resources, budgets and workload plans.
  • Availability to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


PREFERRED QUALIFICATIONS

PMP certification is recommended but not required.

Experience leading teams of Project Management Professions and/or Controls Professionals

Experience leading and delivering on execution of large scale capital infrastructure projects

Experience leading teams responsible for the collaboration with multiple internal and external stakeholders
