PRIMARY PURPOSE OF POSITION

Leadership, strategic direction, and overall accountability for employee, contractor, financial and material resources to safely deliver regional gas energy and services to customers. This person is responsible for managing Gas Distribution Operations, Maintenance and Capital budgets. Ensure customer satisfaction by effectively leading and managing all resources. Provide input to company strategies and department business plans and develop/direct initiatives to effect positive results. Establish and lead employee and customer safety programs and performance results. Note: Position may be required to work extended hours, including 24x7 coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES

  • Direct and safely manage the construction, operation and maintenance of all distribution facilities within regional boundaries to meet present and future needs of customers and the distribution infrastructure consistent with regulatory requirements. (25%)
  • Develop and implement strategic initiatives designed to assure the highest levels of safety, reliability, productivity and customer satisfaction, including regulatory compliance for all leak investigation, system maintenance and damage prevention. (20%)
  • Manage the Region's financial plan to ensure maximum profitability while attaining a high level of customer satisfaction and system reliability, including budgeting, planning, scheduling and work management (15%)
  • Direct the construction of facilities that support new business and system reliability consistent with the customer requirements and the business plan (10%)
  • Direct strategic workforce deployment, manage employee relations issues, and ensure managerial / professional / technical development of the Region's Associates while providing an environment of mutual trust and respect that encourages employee participation. (10%)
  • Develop and implement industrial relations strategy and manage union activity including mutual gains negotiations, recognition programs, grievance activity and arbitrations. (5%)
  • Monitor and develop plans for performance improvement in safety, productivity, customer relations and reliability consistent with annual Utility / Department / Region scorecard metrics. (10%)
  • Partner with both internal and external constituent organizations, including Municipal and Emergency Management Officials, to maintain positive relationships for the Delivery Company. (5%)


JOB SCOPE

The Director of Gas in Delmarva Power has responsibility for gas construction, operations and maintenance for gas customers in the service territory. This responsibility includes managing employees, including bargaining unit and management employees. Budgets responsibility for capital and O&M. In addition, position is responsible for planning and managing new business work, damage prevention and regulatory compliance.

Qualifications

MINIMUM QUALIFICATIONS
  • Bachelor's degree in engineering, business or related field and a minimum of 12 years of related experience.
  • Broad general management and technical skills with demonstrated experience with leadership, change management, marketing, construction, maintenance, financial analysis, work planning competencies, experience in negotiations and providing strategic input on labor relation strategies.
  • Strategic vision, focus and planning and organizational skills.
  • Ability to make decisions, proactively resolve customer issues, ability to lead and develop others, good interpersonal skills, ability to develop long/short term operational and performance improvement plans.
  • Ability to assimilate and apply new management information systems / technology to complex operational or organizational objectives / problems.
  • Must set high standards for self, direct reports and the organization.
  • Previous experience in leadership and decision making role.
  • Strong teamwork, interpersonal skills and the ability to communicate with all management levels.
  • Strong written and oral communication skills
  • Experience in team sponsorship and/or leadership roles in Delivery.

PREFERRED QUALIFICATIONS

Master's degree in business, advanced management training or related field.
