**This position offers a hybrid work environment with a flexible base location at Exelon offices including Washington, D.C., PA, MD, or IL.**
PRIMARY PURPOSE OF POSITION
Lead the development and implementation of Transmission Policy, Strategy and Business Development. Across the Exelon Utilities, conduct analysis, develop positions and prepare filings, testimony and supporting materials to represent Exelon in transmission rates and regulatory proceedings. Provide expertise on Transmission issues including wholesale transmission rate design and recovery, PJM regional transmission owner policies and programs and the identification and implementation of best practices across the Transmission organization. Provide technical, regulatory and business analysis to support the development and implementation of regulatory and business strategies for transmission assets and strategic and competitive transmission development. Develop and maintain relationships with regional transmission organizations, other transmission owners, industry groups and other stakeholders. Facilitate internal issues management processes to obtain stakeholder involvement and ensure organizational alignment on issues and participate in the development of Company positions on transmission policy. Represent Exelon on PJM, NATF, NERC and NERC Regional Entity committees and taskforces.
PRIMARY DUTIES AND ACCOUNTABILITIES
- Leads identification and commercial execution of Multi-Million Dollar development projects that have advanced to execution phases. Lead interface with Exelon Corporate Development and Commercial teams. Provide technical, regulatory and financial analysis to support the development and implementation of short and long-term business strategies for retaining or increasing the value of Exelon transmission assets. (40%)
- Serve as Exelon lead and subject matter expert for policy areas including Competitive Transmission, Transmission Rates, Resiliency, Cost Recovery, Regulatory Approval, Advanced Technologies, Regional Transmission Organizations and FERC. Lead the development of policy recommendations, gain leadership approval and advocate for Exelon policy objectives in various PJM, NERC, NATF (North American Transmission Forum) and other industry committees, working groups, and task forces. (20%)
- This position is an external interface for Exelon and responsible for developing relationships with stakeholders, potential business partners, regulators, industry groups, potential partners and across Exelon Utilities. Project manages initiatives, policy areas and development opportunities. (20%)
- Lead diverse cross functional teams to identify and implement best practices in Transmission Strategy, Policy, Rates, Operations, Planning, Compliance and Security across the utilities involving the development of transmission owner operations, equipment maintenance, asset management, Peer Reviews Assistance Visits and grid investment policies and programs. (10%)
- Support transmission competitive process under Order 1000. Support Engineering Teams on proposal development and submittals for competitive transmission projects in Exelon zones. Support the development of process and procedures for project proposal development and work with PJM on their process improvements for bid development, selection, and implementation. Maintain the applicable management model documents. (10%)
JOB SCOPE
- This position leads the development of policy recommendations for assigned areas, gains legal and senior leadership approval and advocates for Exelon positions in with diverse stakeholder groups. Program management for our relationships with PJM, NATF and other industry groups and project management for initiatives and business improvement efforts
- This position requires occasional (<25%) travel; the base location is flexible among primary Exelon Utilities locations including Washington DC , Baltimore, MD, Chicago, IL, Oakbrook Terrace, IL, or Philadelphia, PA, or.
- This position interfaces with multiple Exelon departments, including Governmental and Regulatory Affairs, Legal, Rates, Engineering, Operations, Exelon Generation and Constellation and works with all levels of Exelon leadership. Job activities include interfacing across Exelon Corporation with key management and executive leadership to develop, coordinate, and implement high value strategic projects that have a direct link to either reliability or the bottom-line results of the organization.
- This is an individual contributor position that works independently with little or no supervision and will regularly serve as lead for cross-functional teams. The position requires integration of business/ industry knowledge and functional priorities to address complex problems and non-standard situations.
- This position represents Exelon management's interests at decision-making meetings with NERC/ and PJM and serves as a resource to the Senior Vice President Transmission and Compliance and other executives for evaluating strategic issues and options for optimizing the value of Exelon's transmission assets.
- Required to develop trusting relationships with industry peers in order to acquire information on the position of other companies and to build coalitions of companies to support positions that are in Exelon's business interests at PJM, NATF, NERC and other industry groups. The position requires skills to be articulate and persuasive in public speaking when presenting Exelon's policies and positions at industry forums.
- This position manages the implementation and monitoring of the PJM transmission tariff - hundreds of millions of dollars in annual revenue. Millions of dollars of revenue loss are possible, if not properly managed
- This position participates directly in PJM and other industry forums and represents management's interests in transmission operating, maintenance, asset management and grid investment practices promulgated by PJM as well as initiatives directed by the PJM Transmission Owners Group. Practices arising from these forums affect the amount of Exelon's capital investment in the transmission system and ongoing operating and maintenance costs.
Qualifications
MINIMUM QUALIFICATIONS
- Bachelor's Degree in Engineering, Business Administration, or related field, or equivalent professional experience
- At least 8+ years of energy industry experience including at least 5 years of Transmission industry experience
- Demonstrated knowledge and understanding of regulatory issues.
- Proven experience with customer service and client management

PREFERRED QUALIFICATIONS
- Experience with the PJM Stakeholder process
- Knowledge of FERC Electric Transmission regulations, relevant statutory provisions and policy development
- Advanced Degree in Engineering, Business, Policy, Economics, Law or related field, or equivalent professional experience
